THE chance of an automobile ac
cident is much greater if the
driver is under twenty than when
he or she is over thirty, according
to statistics compiled by one of the
large accident insurance companies.
The records of some four million
licensed automobile drivers were
examined and it was found that by
far the highest percentage of acci
dents occurred when children un
der age were driving a car.
There are still a good many states
and communities where very little
or no inquiry is made into the qual
ifications of anyone who wants to
drive a car. In the majority of the
states today licenses are required
but the examinations and driving
tests vary. And there are still a
great many places in which any
child who is physically able to hang
on to the steering wheel and reach
the pedals is allowed to drive.
. Of course, the earlier in life one
learns to drive, the more confidence
the motorist acquires and the bet
ter he or she is likely to be as time
goes on. But we think there is a
great deal of wisdom in the law
which obtains in some states, under
which no one under eighteen may
be licensed to drive, and then only
after a severe road test of ability.
In order to learn to drvie before ap
plying for a license young people in
states where this law obtains must
always have with them on the front
seat an experienced licensed driver.
There will always be parents who
will let their children talk them in
to taking out the car, whether real
ly fit to drive it or not, and children
will always want to get out on the
road and "step on it" That is hu
man nature, and it would not be
anybody else's concern if people
driving cars were not a menace to
other motorists and pedestrians.
HENRY MILLS PASSES.
Telegraphic news of the death of
Henry Mills, former Heppner res
ident, was received from San Fran
cisco, Tuesday. He passed away
at his home there at the age of 75
years. He had been a member of
Willow lodge, I. O. O. F., of Hepp
ner for 26 years. He joined the or
der at Girard, Kans., in 1877, and
transfrered to Willow lodge March
29, 1905. While a resident of this
city he was employed in the Noble
harness shop. He left here in 1906
or 1907. Surviving are his widow
and a son and daughter.
Perhaps very few people who
dine ever think of the valuable
medicinal properties residing in the
fancy pepper shaker, that long ago
earned its right to a place on every
dining table. Some shrink from
pepper, advisedly perhaps and
from the smarting it causes when
indulged too freely; then others,
lovers of the pungent in dietary, go
to extremes and indulge the fiery
red pepper to excess. There will
always be extremists who go too
far. '
"Piper Nigrum," black pepper,
depends upon an essential oil for
its stimulating property. There are
some modern medical authors who
have little faith in internal anti
septics; one in parucumr teiia uo
that an infectious, catarrhal process
set up on a mucuous surface, can be
cured by the use or an agent mat
stimulates the surface-cells to ac
tivitythat the cells do the work
against the germs, and not the so
called "antiseptic" remedies ex
ploited so freely today by commer
cialists. Black pepper certainly stimulates
mucuous surfaces. It causes a freer
flow of gastric and intestinal secre
tions. And these are needed in
abundance for perfect digestion.
Moderate use of black pepper ben
efits the weak stomach does away
with "gasses" that give distress. It
does no harm If used temperately,
except in ulceration. One of the
best anti-malarias I know of con
tains a small proportion of the oil
of black pepper. "Piperazin" has
value in certain affections with uric
acid intoxication. The use of pep
per is well known in convalescence
from chronic alcoholism, coaxing
the weakened gastric surfaces back
into normal activity. The pharma
cy of a great and all-wise Creator
is without parallel for its number
of useful remedies. Ever think of

SEEK MORE ROAD FUNDS.
W. T. Campbell, county judge,
George Bleakman and George Peck,
commissioners, S. E. Notson, dis
trict attorney, and W. L. McCaleb,
roadmaster, departed yesterday for
Portland to be in attendance at the
monthlv meeting of the state high
way commission. They expected
also to visit federal road officials in
the interest of getting additional
funds for the Heppner-Spray road,
or to divert such emergency relief
money as may come to the county
to that route, if possible.
SNOW IN FOOTHILLS.
A consdierable fall of snow in the
foothills outside the timber Mon
day night was reported here Tues
day morning. Travellers coming
over from Pendleton via Franklin
hill reported the highway covered
at the top of the hill, and one car
was reported to have skidded off
the grade, though details ol tne
accident were lacking.

PAUL IN JERUSALEM
Acts 21:27-39
Really romantic incidents about
the third missionary journey of
Paul are found in Acts, chapter 20
and 21. Follow with him on his re
turn from Corinth. You will not go
to sleep as did the man at Troas
who fell out of the window. A final
good bye was said to the Ephesian
elders at Miletus, for Paul was
aware that he was advancing to his
own death when he proceeded to Je
rusalem. Keep track of the we
passages, for then Dr. Luke, the
author of Acts, was with Paul.
Plenty of trouble awaited Paul at
Jerusalem. The people scarcely said
"thank you" for the fine offering he
brought for the poor saints there
before they told him of the criti
cism scandal-mongers were delight
ing in.
To offset this Paul agreed to un
dertake a vow and pay the cost for
others making a similar vow. While
they were In the Temple courts the
cry was raised that Paul had
brought others than Jews into the
sacred area. Then there was an
uproar Indeed and soldiers rushed
from the castle of Antonla to rescue
Paul from the mob.
. As the prisoner was being drag
ged up the stairs into the castle he
aw the fine opportunity to speak
once more in behalf of Jesus Christ
Here was the crowd surging about
and the stairs furnished an Ideal
pulpit Paul rehearsed his own
conversion and the hissing broke
out again and Paul was taken with
in to be examined by scourging.
But just as the lash was about to
descend on his bare back, Paul ask
ed a question that had a Btartling
effect He asked: "It is lawful
for you to scourge a man that Is a
Roman and uncondemned?" 22:26.
