Mr. Gemmell reports that damage to that city caused by re cent flood waters was very severe and expensive. Highways in that vicinity were also badly damaged, this being especially true between ' Walla Walla and Wallula where the WallaWalla river got out of bounds. Mr. and Mrs. Leslie Emery, who are visiting at the Gemmell home from Los Angeles, accompanied them to Walla Walla. Judge Campbell, Commissioner Peck and Roadmaster McCaleb were visitors at Pendleton on Tues day, going via Pilot Rock where the judge expected to get his car, recenlty damaged near the latter place when it left the highway and turned over. The judge and com missioner visited the Umatilla coun ty officials while In Pendleton and Mr. Campbell returned home from Pilot Rock on Wednesday. Edna Ferber's CIMARRON, Star Theater, Sunday and Monday. Mr. and Mrs. Vawter Crawford, Mr. and Mrs. Joel R. Benton and Miss Mary Lou Ferguson were vis itors on Tuesday at the farm home of Mr. and Mrs. J. O. Turner where they enjoyed a sumptuous dinner and delightful visit. Grain on the Turner farm is coming along fine. Mr. and Mrs. Chas. Thomson and son Earl departed Wednesday morning for Portland where they will remain until after the orator ical contest on Friday night Supt W. R. Poulson ad Principal Paul Menegat will go to the city on Fri day to take in the contest Mr. and Mrs. Jas. Stobie drove down from their home at Kusick, Wash., near the Canadian border, to visit from Friday to Sunday with Mr. and Mrs. Stanley Reavis. Mr. Stobie and Mr. Reavis, boyhood chums, enjoyed the visit Immensely. Mr. and Mrs. Sam J. Turner are the parents of a son, born to them at the home of Mr. and Mrs. P. A. Mollahan in this city on Tuesday, April 21. D. J. Butcher, district manager, Pacific Telephone and Telegraph company, was in the city Monday from his office in The Dalles. The Court made up the Jury List for 1931 of 251 names. The Court granted the application of the Leach Memorial Hall Com mittee for a dance hall license for 1931. The Court ordered the roadmaster to secure a camp site for the road work at Cecil and ordered the sur veyor to locate the right of way and prepare the right of way deeds. The Court allowed fencing on the Walter Rietmann road change for I hi miles of 2 barb wires and posts one rod apart. The surveyor was ordered to meet with Robinson and work out some line changes in the Robinson road. The County Engineer was order ed to make survey from end of gravel east of Lexington to the J. G. County Court met in regular ses sion on Wednesday, the 7th day of January, 1931, with W. T. Campbell, Judge, G. A. Bleakman and G. N. Peck, Commissioners, present, when among others the following pro ceedings were had, to-wit: The Court approved, continued or disallowed the claims presented and ordered warrants drawn upon prop er funds for allowed claims. In the matter of the petitions pre sented for Market Road money on the Irrlgon-Alplne road, it was or dered that a reconnaisance survey be made of the proposed road. The surveyor was ordered to make a preliminary survey for the McElllgott road and if feasible to make final survey. It was ordered that the sum of $40.00 be allowed to the R. E. Jones estate for a right of way on the lands of Bald estate. The resignation of the County Nurse was received and same was continued, and her report was re ceived and accepted. The Heppner Gazette Times was designated as the county official pa per for 1931. Henry Howell was appointed Court House Janitor and Dr. A. B. Gray was appointed County Physi cian for 1931. The Court approved of A. A. Mc Cabe as County Road Viewer for 1931. The different road district patrol men were selected for 1931. The road district No. 22 was con solidated with District No. 20, and sections 19, 20, 31, 28, 29, 30, 32, 33, Tn. 3 N. R. 27, and all of T. 2 N. R 27 were taken from road district 1 and out In district No. 6. The Court cooperated with the Biological Survey and the State of Oregon In the eradication of preda tory animals and In paying trapper A. J. Knoblock to the extent of $1200 for 1931. The bonds of H. Tamblyn as Sur veyor and F. H. Robinson as Justice Files for the Clerk's office. Transient livestock tax was or dered collected and remitted to the respective counties of Grant and Union. Court met in regular session on February 4, 1931, with all members of the Court present, when among others the following proceedings were had: Court continued the applictaion of R. C. Phelps to enter Into an agreement for the burial of the poor. The Court accepted the offer of T. Robinson to give the right of way for $30.00 and build the fence if the County furnishes the fence material. Court read and accepted the re port of the County Nurse, and agreed to retain the services of the nurse until such time as the Court shall see fit to dispense with her services. Court cooperated with the Cities of Heppner, Iexington and lone in the Red Cross drive and donated the sum of $200.00. Court accepted the donation of the right of way of McElllgott and U. S. Investment Co. for the McEl llgott road providing the Court do the fencing; and the Court agreed to furnish posts and staples to Mc Elllgott and he to furnish the wire and the Court to pay him 5c per rod for the fencing. The dance hall application of the Rhea Creek Grange was approved and license granted. In the Alplne-Irrlgon road peti tions the Court received the engln eer's report and the committee's re ply and passed resolution to petl tlon Public Service Commission for railroad crossing where road No. 180 crosses the Coyote Cut-off. The petition for market road money on this proposed road was denied for the reason that this road Is not on the Market System of the County. The Court approved, continued or disallowed the various claims pre sented and warrants were ordered drawn In payment of approved claims. Court met in regular session at the Court House in Heppner, on March 4, 1931, with all members present, when among others the following proceedings were had, to-wit: The claims presented against the County were allowed, continued or disallowed and warrants were or dered drawn in payment of approv ed claims. The Court decided to resolute a road through the lands of the R. E. Jones estate Instead of securing a right of way deed, owing to the le gal difficulties necessary in securing right of way deed. The bond and application for dance hall Icense at Boardman were approved and license ordered Issued. The bond of E. L. Cox, deputy sheriff, was approved. The time for payment of delin quent taxes without full penalty and interest was extended to Nov. o, 1931. The Court continued the petition of Irrigon residents to have H. D. Rutledge appointed road patrolman in District No. 1 for balance of 1931. The Court recieved the contract of O. C. Miller as Deputy Tax Col lector and being fully advised ac cepted his resignation, and ordered his bond cancelled. A further resolution was filed In the matter of the Alpine-Irrigon road and the Court received the opinion of the District Attorney in regard to Road No. 180, and being advised the Court ordered the Sur veyor to make a survey of said pro posed road with the idea that the Court will establish said road by resolution, said road to follow the approximate line of Route No. 4 of the said Surveyr s report. The Court received the right of way deed of N. A. Clark in the mat ter of the Robison road and allowed N. A. Clark approximately 250 feet of 3-4-inch pipe. The Court accepted the proposal of R. C. Phelps for the burial of in digent dead for 1931. It was ordered that water users in District 1 and 2 be allowed to work on roads In said districts and assign their wages to the West Ex tension Irrigation District so that they could have their Irrigation wa ter at this time. Said wages to be turned to snid district when paid and no Interest to be charged said water users. The Court ordered a survey of the Rhea Creek-Blackhorse market road No. 15 to be made from the lands of the Eugene Bible Univer sity to Rhea Creek. The report of the Nurse was re ceived and accepted. The Court authorized the con struction of the Stevens section of Market Road No. 6, being a part of the road between Hardman and Rhea Creek. The Court continued the applica tion of Geo. McDuffee for a contract for the collection of delinquent April Term. County Court met in regular ses sion at the Court House in Hepp ner on Wednesday, April 1, 1931, with all officers present, when among others the following pro ceedings were had, to-wit: The Court considered the claims presented and allowed, disallowed or continued the same and ordered warrants drawn in payment of ap proved claims. In the matter of the resolution for a road right of way through the Jones Estate lands on the Fuller Canyon road the same was approv ed and roadmaster ordered to post notices and notify land owners affected. The Court denied petitions for change of road patrolmen in Dis trict No. 1. In the Alpine-Irrigon road mat ter the report and survey of Engin eer was received and accepted and survey ordered platted on road rec ords. Upon further consideration of the motion made by Peck at the last meeting the Court decided that, as no funds were available, it would be useless to go any further with a road resolution and ordered the matter postponed. The report of the Nurse was re ceived and accepted. The Surveyor was ordered to complete survey and secure right of way deeds for the continuation of the Cecil East Road. The Court appointed A. E. Lind strom to succeed E. H. Turner, re signed, as road patrolman in Dis trict No. 6. The Court ordered that men working in County camps pay $1.00 per day for board and County to pay the cooks $1.00 per day for his or her board, and workmen board ing in private homes to pay $1.00 per day board and County to pay balance, if any. Action was postponed in the mat ter of the purchase . of another grader. In the matter of the N. A. Clark right of way the Court agreed that they would furnish materials and Clark to build approach and fence for $60.00. The Court ordered the stock pass on the O. E. Johnson land to be re placed with a timber stock pass. The Court decided not to con tract with Geo. McDuffee for the collection of delinquent taxes. The Court decided that present bond and permit of A. A. Bergevin did not cover the full operations of said Bergevin and the Judge was authorized to demand additional bond and issue permit to cover full operations. In the matter of replacing solid rubber tires on the trucks main tained with pneumatic tires it was decided not to make the change but to replace with solid tires and the roadmaster was instructed to get prices on the various makes and types of tires.
