It comes through another achievement of her young and ambitious Lions club, an organization less than a year old, that has already gained plaudits from over the state. When the con vention of Lions International is held in Denver within the next two weeks, denizens of the jungle to its remotest recesses will hear of Hepp- ner, because its Lions club is out standing in Oregon in membership gain. Morrow county has a health nurse as the result of Lions activity. Shortly Heppner will be properly in dexed with street signs and house numbers, again due to the club s ef forts; while almost every project of a civic nature since the inception of Lionism in the city has felt its im petus. Emerson's mousetrap, in Heppner, is the Lions club. May the beaten track be not slow in coming. CURBING THE GRAFTERS. nRESIDENT HOOVER has sign- I ed the bill which provides for a Federal system of licensing dealers in perishable products. The effect of this law will be to give the Government the power to regulate the business practices of commission houses and others do ing an interstate business. This may prove to be of as great benefit to the farmers of the United States as any other measure intend ed for farm relief. Every grower of commodities shipped to distant markets has had, at one time or an other, experience with dishonest commission houses, at the terminal markets. Practises which are no toriously corrupt have been com mon. The individual shipper is at a great disadvantage when, instead of getting a check for his produce he gets a bill for freight and ex penses with the calm explanation that the prdouce has been spoiled in transit, or sold on a glutted mar ket, or that some other cause had prevented its sale at a price suffi cient to cover the costs. There are honest commission houses, of course. Probably the great majority of dealers in pro duce, live-stock, poultry and dairy products do business as honorably as business is done anywhere. Their risks are large, and they are enti tled to profits proportioned to the risk. But there have been enough instances uncovered of deception and fraud on the part of commis sion houses to make such legisla tion as this necessary for the pro tection not only of shippers but of the honest men in the produce bus iness. The Federal Government seems to be the only authority which has a chance of cleaning up this situa tion. The Journey of over six hundred miles brought them to the land that In after years became the tribal home of the Hebrew nation. taxes several hundred or thousand miles away, against their own citi zens and taxpayers. The Federal Government alone can exercise au thority over interstate commerce. It is to be hoped that the machin ery for the enforcement of this new law will be set up speedily and that it will operate efficiently enough to give the grower and shipper the assurance that whatever other causes may operate to keep him from getting the best price for his products, he will at least not be cheated by the agent to whom he has consigned them. It will be interesting to note whether Nominee Joseph's succes sor will be named to represent Portland or to represent Oregon. It should not be forgotten that the loam and volcanic ash soils of east ern and central Oregon still provide a large portion of the meal ticket for the metropolis. A man big en ough for Oregon should be the only man considered for the place. Nom ination won't mean election, unless the man is bigger than Ed Bailey and Ed's not so small. After getting better acquainted out on the farm, the merchant may have concluded that the fellow in the blue jeans does apply more than a modicum of horse-sense to raising a bushel of oats; while his country neighbor, on the other hand, may see a heart beneath the surface of the grim-visaged Shylock from the village. Not often does the opportunity arise to congratulate a couple on 60 years of double blessedness. Mr. and Mrs. C. A. Low of lone have passed this rare point, and to them this paper gives its hearty congrat ulations. Farmer and merchant; town and country; the fabric, the sinew, the backbone of the nation's economic system; they may be in the dol droms now. Tomorrow they will again come into their own. The pen dulum swings; it must swing back. Is there anyone in Heppner who isn't proud of that new artesian well? Though the city was destroyed Lot was saved and the basis of Abraham's prayer was granted. Absolute obedience Is indicated when the father took his only son, Isaac, the one through whom the great promise for the fu ture must be fulfilled, to Mount Mo riah and was prepared to offer him as a sacrifice on the altar which marks the site of the Temple In Je rusalem. God does want us to place all on the altar, but he does not take things from us. Rather he wants us to be good stewards of that which we thus dedicate.
