Make your future home at Hepp ner or In some other section of Morrow county. CITY OF IIEPPNER FINANCES STRONG The annual report of W. O. Dix, city treasurer, as presented to the council on Tuesday evening, Jan. 3, shows the city to be in good finan cial circumstances, as at the close of the year there was on hand In the general fund a cash balance of $8,604.28, which can be used in the running expenses of the city. Be sides, this, the savings accounts of the city show a balance of $21, 911.21. The most of this fund, we understand, is the accumulation of water department receipts over a period of several years, and It has been placed on Interest In the banks to be used in the future as emergency requires. From this it would appear that the city is In fairly good financial condition. During the past year the city has undertaken and put over quite an extensive program of street im provement, but feeling that they had arrived at the end of their resources, the council ceased to prosecute the work further. The budget did not provide sufficient funds to carry on street improve ment for this year, but it would appear that the city exchequer would stand the strain of needful expenditure in the proper mainten ance of the work already complet ed. This ought to be done, and proper equipment in the shape of a one-man machine for grading and maintenance work would not be out of the way. Good money has been spent in putting the streets in good shape; spend a little more and take proper care of what we have al ready bought and paid for. It is economy in the long run. We are inclined to the opinion that the city council will do this, if it is found at all possible. By REV. F. R. SPAULDING. Pastoral work was undertaken by the Methodist Episcopal church in this community as far back as 1876 when J. C. Kirkham was appointed on this circuit by the Columbia River Conference. Among his suc cessors were H. B. Lane, M. N. Skipworth, Geo. C. Roe and others. But without doubt the pastorate that impressed itself on Heppner more than that of any other of this church was that of Henry Rasmus, 1886-1890. - Quite a number were added to the membership and among these those who became the heart of the church during the ensuing years, several of whom continue to this day. A parsonage and later a church building were erected and the parsonage moved on the church site. The lots for the church and parsonage were donated by Albert Wright and A. M. Mallory. During the pastorate of H. L. away from its foundations by the way from its foundations by the great flood. It was not brought back, but sold and the present building erected. While Rev. W. L. Airheart was pastor, 1908-1911, the church build ing was remodeled and enlarged. In 1912 the church federated with several others, the federation as suming the responsibility of carry ing on the work of the church while the Methodist Episcopal church re tained the ownership of the prop erty. " This plan continued until the summer of 1923 when the Oregon conference of the M. E. church resumed control. This church, the oldest now operating in Heppner is not large as to membership but is healthful in its organization, is hopeful in its outlook, and has the honor of giving the largest amount per capita to the support of the church and the allied benevolences of any church in the Eastern dis trict of the Oregon Conference of the Methodist church, if not, in deed, of any charge of the entire Oregon Conference. Heppner, the county seat and main trading and shipping center offers many opportunities for prof itable investment in commercial en terprises. Heppner will continue to grow. WILSON SUCCEEDS IN MEN'S FURNISHING LINE One of our live wire, progressive business men of the younger gener ation who has and is making a dis tinct business success is David A. Wilson who owns and operates the men's and boys' wearing apparel store bearing his name. This store in every respect would well do cred it to cities of much larger popula tion than Heppner as both in stocks carried and general equipment it presents an inviting and up-to-date appearance. The store is widely and favorably known and well patronized by the people of this entire section. With such a store in our midst our people never have cause to patronize out of town houses. Mr. Wilson started this business on a smaller scale in 1921. Under his able management he has built up a big trade until today It is well recognized as one of the leading retail establishments of this county. In Mr. Wilson, Mor row county has a man who is des tined to a bigger future. Also we find in him a man who has every confidence in the future of this country and who is always found ready to do his share in any pro gressive movement. And when all is said and done we, who have enjoyed living in this country these many years and love it, just simply and positively know that it is the finest, best and most worthwhile country in the world that the Creator gave to hu man beings.
