Pierce and Income Tax.
KLAMATH FALLS NEWS.
A STATE income tax may or
may not be sound economic
ally. The national government
does not indicate that it is helping
business conditions generally in
the country and is substantially
slashing the present rates. But
aside from the economic principles
of an income tax it is the straight
path of insanity for Oregon. Its
only efficacy is vote catching for
Walter Pierce, but such votes are
a serious reflection on the man's
right to the place he holds.
Oregon is sandwiched in the Pa
cific Coast tier of states. It is not
developed as is either Washington
or California. Both those states
are doing their best to attract east
ern capital. And if Oregon wishes
to divert from its own borders a
greater development in favor of
both those states it has only to
adopt Governor Pierce's state in
come tax.
The republican party has a duty
to perform in Oregon. That is to
replace Governor Pierce by a man
who is less dangerous to the
growth and prosperity of the state.
$200,000,000 In Roads.
OREGON VOTER.
OREGON'S state and local
roads and bridges represent a
construction investment in excess
of $200,000,000. This expensive
plant is at the disposal of the Ore
gon motor vehicle owner at an av
erage cost of $38.22 per car for
license fee and gasoline tax.
Our state highway system repre
sents an expenditure by federal
and state governments of $76,
000,000 for road and bridge con
struction. Our county and road district
governments have expended ap
proximately $64,000,000 for road
bed for state highways and for
construction of county and local
roads outside the limits of cities.
Within the limits of cities, the
expenditures for street paving and
bridges are in excess of $60,000,
000, to say nothing of the cost of
providing the streets.
Nearly all of these huge sums
were expended to provide high
ways for motor vehicles.
It is inconceivable that any mo
tor car owner, who knows the fore
going to be true, will complain
that Oregon requires him to pay
too high an annual fee for theuse
of this costly facility.
CONGRESSMAN GUY U .
HARDY, of Colorado, sends
to the National Republic official
figure showing that during the
last three years of the Underwood
tariff prior to the enactment of the
farmers emergency tariff law, the
total customs receipts of the Uni
ted States were $713,633,640,
During the last three years of the
present tariff law 1923, 1924 and
1925 the customs receipts of the
United States have aggregatd $1,
682,162,176. The excess of rev
enue under the Fordney McCum-
ber tariff law for a three-year per
iod as compared with a three-year
period of the Underwood law, to
tals $968,627,536. In other words
we collected in tariff a billion dol
lars that would have had to be pro
cured from the people by direct
taxation if the former tariff law
had been in effect. Congressman
Hardy continues, In my own dis
trict in Colorado the sheep and
wool men were raised from bank
ruptcy to prosperity by the in
crease in the tariff. The beet su
gar factories were kept open and
the sugar beet growers got more
for their crops because of it. The
effect of the tariff was felt by ev
ery stockgrower and wheat farm
er, by the steel workers and coal
miners and by labor everywhere
As a tax reducer, wage raiser and
farm relief measure the present
tariff law has accomplished much

I CONFESS to being strongly affected by this liquor that runs
from heart to heart through the spirit veins that web the fab
ric of all souls. When I meet one who does not like me it gives
me a kind of depression, I am sick at my stomach a bit, I want
to run.
Some people erfjoy enemies. They enjoy the spiritual at
tack. Dislike rather tones them up.
But there are those, including me, who have such weak
heads the least intoxicating draught of sympathy or antipathy
sets them humming.
This class includes also dogs. ( have just been over to see
a lady who has a dog she calls Ford. Her husband is in the
automobile business. I will not offend by saying what Ford
looks like. There is a point of ugliness, especially in dogs, which
when passed begins the realm of beauty. He is a sort of glor
ified microbe. But his main trait is affection.
Ford is a veritable sensitive plant. When his mistress
speaks crossly to him he shrinks like a withered leaf. His light
of life has gone out. He is killed. He is the picture of utter,
abject misery.
And when, she speaks kindly he ties himself into bow
knots, leaps, runs, barks, laughs and turns somersaults.
So when I say I am human as a dog, I feel to be boasting.
Sympathy, ethyologically, means "suffering with," and we
usually use the term for the communion of griefs only. That
is good of course. It helps a lot for any one to feel sorry be
cause you have bumped your nose. Still, it is deal easier to
share grief than joy. People who understand our moods of
happiness are rarer than they that comprehend our woe. If you
would be my real and longed-for friend, I pray you cultivate a
capacity for sharing my lighter moments. Then I know that you
are genuinely sympathetic, that between us run the cords of a
unity of heart and soul that mean something.
You can't escape. Sometimes you think, when you have
been particularly oppressed by the woes of others, that you
would be happier if you could crawl into your shell, shut out the
rest of humanity and get along with your own personal joys and
glooms.
But it will not work. To retreat from your kind is as if the
land ran away from the rain or the flowers hid from sunshine.
It means dryness, hardness "and death.
There are certain goods you get from life as you go along.
For instance, there is food and drink for your belly and clothes
for your back, shelter for your head and money for your pocket;
there is the impact of familiar things at home, the cat and the
dog and the old blue china tea set; there is a cigar for a man
and a new dress for a woman; there is a deal of enjoyment ona
way and another, but not the least considerable of all satisfac
tions in this vale of tears is that warmth which comes to the
cockles of your heart when you meet the man who takes to you
and believes in you and the woman who understands and likes
you. This world would be a poor slave-pen if all appreciation
were banished and there were no more greetings of friendship
and fat hours of fellowship. For good or ill my friends are a
part of me, and so are my enemies.
supreme test of good citizenship
is to obey the Constitution and
laws when written. To disregard
our Constitution, to evade it, to
nullify it, while still refusing to
change it, is to plant the seeds of
destruction in the heart of the na
tion is to confess to the world
that we have neither the moral
courage nor the intellectual stur
diness for self-government. I do
not believe the people, when the
hour of reflection comes, will pur
sue any such course. They may
have different views upon the
liquor question, but after all there
is a deep-seated and lasting devo
tion m the hearts of the people for
orderly and-constitutional govern
ment. They know its worth. They
know what it cost, most of all,
they know that in Jhe last analysis
the people are the ultimate guar
dians of constitutional liberty.
Plea Not Timely.
ST. HELENS SENTINEL.
A DVANCING the claim that his
il opponent in the primary elec
tion acted unfairly in his campaign
Robert N. Stanneld is considering
the advisability of entering the
battle of ballots at the November
election as an independent candi
date to succeed himself as United
States senator from this district.
That Mr. Stanfield, during the lat
ter days of his incumbency, proved
himself of material value to his
constituency no one will under
take to deny, but a combination of
circumstances other than political,
and for which he was directly re
sponsible, sealed his doom and he
now should gracefully take his
medicine. The republicans of this
district expressed their choice at
the primary polls last May, nam
ing Mr. Steiwer to carry their ban
ner to success in the approaching
contest, and it would seem ill ad
vised for the vanquished one to
set up a plea of unfairness in an
attempt to retain his position at
Washington.
Tax Investigations.
THE MANUFACTURER.
TN NEARLY every state, in the
X course of a year, there are cre
ated commissions or experts ap
pointed to investigate existing sys
tems of taxation, and make re
ports. These "investigations" usually
result in inventing or imposing
new forms of taxation, rather than
in abolishing or reducing existing
burdens.
The usual investigation" of
taxes, is by beneficiaries who can
see the need of more revenues and
little need of retrenchment.

of the court that the plaintiff's mort
gage securing the above mentioned
sums be foreclosed and the lands des
cribed in the plaintiff's mortgage-and
herein described as follows, to wit:
Lot 6 of Section 6 in Tp. 2 North
Range 23, E. W. M., in Morrow Coun
ty, State of Oregon, be sold to satisfy
the plaintiff's judgment in the man
ner provided by law for sale of real
property on foreclosure execution;
and for Buch other and further relief
as to the Court may seem meet and
equitable.
