THE AMERICAN PRESS ASSOCIATION
Ritner Enters Race.
IN ANOTHER column is the an
nouncement of Roy V. Ritner
of Pendleton, who seeks nomina
tion as representative for the joint
district of Morrow and Umatilla
counties. It had been the hope of
this paper that a good local man
would come forward for this place
and that we might this year stand
in line to be awarded at least one
man in the legislative assembly
from this end of the district. How
ever, that man was not found, and,
after waiting a reasonable period
for the republicans of Morrow
county to act, Mr. Ritner now
makes his announcement. Should
a man from this county desire to
get into the running at this time
tie will find hard competition, as
Mr. Ritner comes from the part of
the district having the big vote,
and his years of service as a legis
lator from his home county well
qualifies him for the .place he
seeks. Morrow county is handi
capped by being tacked onto a
larger county like Umatilla, and
while our neighbor is willing to
act fair and let us have a legisla
tor once in a while, the occasion is
rare when we are able to put a
man across. By reading the an
nouncement of Mr. Ritner it will
be noted that he takes a stand in
favor of giving each county one
representative, regardless of pop
ulation, and he pledges himself to
work for an amendment to the
constitution that will bring this
about. He is also a great booster
for the highway system and his
record in the legislature hereto
fore has been a good one along
this line. We doubt not that in
the event of Mr. Ritner's election,
he will be found a conscientious
and efficient worker for the inter
ests of Morrow county, and should
he succeed in his plan to have the
constitutional change brought
about that will detach us from a
joint district, he will have done
us a good turn.
The Tariff Thunder.
The Manufacturer.

EVOLT in tariff" is the news
broadcast from Washington.
As usual the farmer is made the
excuse for dragging the tariff into
politics.
The attempt is being made to
show that the farmer is discrim
inated against and not given equal
protection with other industries.
If it were not for the present
tariff schedule a large part of
western agricultural pursuits
would be at the mercy of foreign
competition eggs, sugar beets,
nuts, grains, wool and a list of
staple farm products too long to
enumerate.
If an honest endeavor is to be
made to scientifically equalize the
tariff, the whole nation will bene
fit, but agitation merely for po
litical effect will confuse the is
sue at the expense of the farmer.
THE subject of a school gym
for the Heppner district is one
that the Patron-Teacher associa
tion has been working on for many
months, and it is understood that
they have brought together con
siderable valuable information on
this subject. We believe, also,
that it was their intention at the
dinner last week, to get some of
this information across to the
Heppner public and to make
known as plainly as possible just
where the association stood. Af
ter attending the meeting and lis
tening to what was said by the
various speakers, we are not sure
that the ladies succeeded just as
well as they had a right to expect.
Their position in the matter, how
ever, was quite well presented by
Mr. Van Marter as chairman of
the evening, and we believe no
harm was done their cause by the
speakers who presented the ques
tion from the angle of the com
munity and the American Legion.
All these interests will ultimately
get together on this question, and
we believe the final outcome will
be what the Patron-Teacher asso
ciation desires: a gymnasium for
the Heppner school, on the school
grounds adjacent to the main
building and for the exclusive use
of the school in promotion of phy
sical education. Our views on the
subject will likely be aired fully
later on, when there is a definite
move either for a gymnasium or
a public auditorium the two ur
gent needs of the community at
the present time.
The bountiful supply of mois
ture falling upon this section the
first of the week could not have
come better if it had been special
ly ordered by the weather man. We
cannot help but feel that Morrow
county is facing a very prosperous
and abundant season.
Intelligent Tuberculosis
Control.
(State Board of Health)
There is no more difficult problem
in the control of communicable dis
eases than that of the tuberculosis
patient who will not exercise the care
necessary to prevent his spreading
the infection. Tuberculosis is a com
municable disease, (giat is it may be
communicated from one person to an
other and is, therefore, a disease dan
gerous to public health. The public
accepts as right and proper, regula
tions concerning the isolation and
quarantine of those sick with scarlet
fever, diphtheria or smallpox. The
public, however, does not look at tu
berculosis in the same light. The re
sult is that as far as the public is
concerned, the most advanced con
sumptive may expose those' about him
to his disease with impunity. It is a
simple procedure to remove from his
home to proper isolation hospital a
patient with diphtheria, for instance,
even against the patient's own wishes
or those of his family. It makes no
difference whether the patient or his
friends approve of such action pro
vided that in the opinion of the health
authorities he is endangering public
health where he is. An appeal to the
courts would meet with little sympa
thy, and indeed in all those cases in
which such appeal has been made, the
action of the health authorities has
been upheld in practically every in
stance. With tuberculosis the situation is
very different. Although this disease
does infinitely more harm than all of
the other infections of childhood, be
cause of the fact that the patient may
not appear to be acutely sick the pub
lic has grown to look upon tuberculo
sis as a comparatively insignificant
source of danger as compared with a
person sick with diphtheria or scarlet
fever.
Provided that the patient has suf
ficient intelligence and is willing and
able to take proper means to protect
others from infection, the chances
are that he does little harm in the way
of giving his disease to normal and
healthy adults. But the person who
will not take the proper care to pro
tect others should be restricted until
he can demonstrate that he is willing
to take every precaution to protect
others. Up to the present time the
enactment of measures for forcibly
segregating the careless and incirrigi
ble tuberculosis patient has not been
successful. A person in the advanced
stages of tuberculosis who deliberate
ly disregards every law of hygiene
and decency in regard to promiscuous
spitting and apparently endeavors to
infect those about him, demands im
mediate isolation. Supervision of the
patient and facilities for his care are
necessary. The public as yet is not
educated to the necessity of this su
pervision. Tuberculosis is not catch
ing in the ordinary sense, but per
sons who are untaught as to the care
of sputum may expose others to the
disease. To eradicate tuberculosis
completely it will be necessary for
each individual or head of the family
to be sufficiently well informed as to
the need of early diagnosis, the im
portance of early treatment and the
necessity of complete supervision.
