MARTIN L. DAVEY, member
of Congress from 14th dis
trict, Ohio, has introduced a bill
in Congress to give the President
blanket power for two years to re
organize the business structure of
the Government also statement
giving the reasons for it.
"For seven years," Mr. Davey
says, "I have observed the De
partments and Bureaus of the gov
ernment at Washington at close
range, having had official business
with nearly all of them. I am
simply appalled at the loafing, in
difference and inefficiency. There
are thousands upon thousands of
unnecessary employes and end
less duplication of alleged effort.
There is an inexcusable waste of
much more than a half-billion dol
lars a year.
"The tendency is to increase,
rather than diminish, the person
nel and expenses of government.
"The thing proposed in my Bill
ought to be dene. In all probabil
ity it is the only way that it ever
will be done. It is doubtful if real
government reorganization will be
accomplished by Congressional
action. The question is, will Con
gress pass such a drastic measure ?
Congress will do it, if public opin
ion demands it in a way that is
vocal and persistent."
A private corporation which had
grown topheavy with overhead
and dead timber, would pursue
the course advocated by Mr. Da
vey it would be up to the. presi
dent of the company to correct his
organization. Then why is it not
good business to have the presi
dent of the United States, the
greatest corporation in the world,
follow the same course?
Don't Be a Miser.
THE Treasury Department es
timates that there are 8,000
misers in America, who keep
their hoardings merely to gloat
over them. The estimate is that
$400,000,000 in cash -is hidden
away in mattresses, holes in the
wall, in socks, in various clever or
foolish places, instead of being
deposited in safe banks. Money
hidden awav and not used is es
sentially dead. Much bf it is de
stroyed in hres, by rats, by the
death and foreetfulness of the hi-
ders. It's'an utterly foolish thing
to. do to slave away to .earn
money, putting one's lifeblood into
it, and then lay it away to mould
or to be stolen or lost. The only
money worth having is the money
at work.

not only the judicial and adminis
trative power, but the legislative
power as well--commissions lay
ing down their rules of conduct for
business, regulating its actions,
bringing charges against it, mak
ing their findings and fixing pun
ishment, the legislatures passing
over to such boards, not responsi
ble to the people, the function's for
the exercise of which they them
selves were created'. Commis
sions have come to be a national
menace. They serve only as a con
venient excuse for incapable or
spineless legislators to pass the
buck of responsibility. American

An "Oil Fed" Nation.
TWO pretentious oil reports
have recently appeared. One
was by a committee of federal and
private geologists who fix the
amount of our available petroleum
at 9,500,000,000 barrels, and the
duration of the flow at 20 years.
Another report by the American
Petroleum Institute claims 5,300,
000,000 barrels recoverable by
present methods, and 26,000,000,
000 barrels that may be recovered
by processes yet to come. The
production in 1924 was 713,940,
000 barrels.
But surveys of the shale fields
indicate that Colorado alone has
80,000,000,000 barrels of recover
able shale oil; Kentucky has 50,
000,000,000; and Oregon, Califor
nia, ikah, Wyoming, Nevada and
Ohio have vast possibilities. It
will take a lot of flivvering to ex
haust these fields.
The point for all Americans to
remember is, that this nation pro
duces and consumes the bulk of
all petroleum products, and it is

of public instruction to succeed J.
A. Churchill, resigned. She will enter
the May republican primaries, and
has this to say:

tending college in this state and one
attending high school. St. Paul,
Minnesota, is my birthplace, but I
was reared in the city of Portland,
Oregon, coming there at the age of

schools of that city, being a graduate

cated at Fourteenth and Morrison
streets.
"I have had many years of experience
in the rural schools of this state and
the state of Washington as well as
experience in the city schools. I have
served as principal of a city school
and am now serving my fifth year as
superintnedent of schools of Wash
ington county.
"One of the big problems before the
people of Oregon today is to devise a
more equitable tax division for school
administrative purposes. If elected,
I will put forth all possible effort to
meet this problem, and will do my
utmost to further all the educational
interests of the state. Another big
problem which will occupy me will be
the problem of equalizing educational
opportunities between the urban anfl
