Governor Chamberlain expresses
the opinion that the matter of
securing a right-of-way 'or The
Dallea-Celilo canal will be adjusted
soon, now that the O. R. & X. i-
faid to be favorable to the plan, as j
they have been convinced that it
will not interfere with their in
teests. N-gotiations are reported
to be progressing rapidly and all
conditions lead to the belief that
the desired right-of-way will be
secured without any obstacles in
the way of litigation.

pelling breeding cattle shipped into
that state to pass a tubercular test,
is working a hardship on the
breeders of both Oregon and Wash
ington. The large breeders in the
Hate will not submit to such a Uw,
which prohibits the Washington
breeders buying high-class cattle
right at home. Had the breeders
of Washington been organized, we
predict that no such law would
have ever panned. The stockmen
of this county must get together
and keep together if they are to
make breeding profitable, and not
iDg every move of Franca and is
preparing for eventualities. Should
these powers become involved and
their dogs of war once turned loose
other complications would arise
and other powers be drawn into
the fray, and there is no telling
where or when it would end or
what the result would be. Lead
ing men of the world are appre
hencive of a great world war and
foresee the need of conservative
statesmanship. They realize that
each ar-pring nation with ambitious
rulers are eager to extend their
territorial possessions and add to
the glory of his own reign. Espe
cially are complications liable to
arise with Euopean powers where
there rre frequent opportunities
for irritation.

The people of the rapidly grow
ing littlo town of Irrigon, on the
Columbia river, want a wagon road
to the coun y seat. Thy claim
that by the present train schedule
on the main line that they can
go to Portland as quickly as they
can gei to Ileppner, and that there
is little chance of shortening the
lime except by opening a wagn
road. There is a road -already
opened the greater portion . of the
way and at little expense a road
can le made connecting that town
with the county seat. It would be
an advantage to Ileppner business
men if this road were opened as it
would afford the people of the
north end a shorter and less ex
pensive route to reach our city.
It will bring these people here
offennr and will naturally bring
more trade to the Ileppner mer
chants. There is said to be thirty
or more families in Irrigon and in
Kla few nu n who are seeking that section cov red by the Oregon
