There are eight main subjects in the
tax program, but the committee con
eluded the best policy is to feed out
the measures a little at a time ao
that they ran be absorbed and under
stood, rather than dtrrrp the entire
complicated series of bills Into the
hopper at once. j
Equalization First Object
Equalization, regarded as the funda
rmnul principle of the program, will
be the lead-off, represented by two
bills, the first on centralized control
and assessment and the second call
ing for a full time state tax commit-
ion. which will supplant the present
commission consisting of the gover
nor, secretary of state, state treasurer
and state tax commissioner.

ment It Is hoped to obtain the true
value and the equalization of assess
ments of property, but to attain this
end the state tax commission must be
empowered to exercise general super
Tislon over the entire administration
of the assessment and taxation laws.
This would enable the commission to
atep In and adjust the glaring Inequali
ties which exist In the same class of
property In different counties.
With the exception of the proposed
excise tax on banks and an individual
Income tax. all of the recommenda
tions of the property tax relief com
mission were spread before the leg
islature Monday, when the session re
sumed. Not before most of the taxation
measures are well on their way will
the controversial bill for a personal In
come tax be offered.
All things considered, the heavy
business of the session Is now fairly
under way. How many, If any, of these
taxation measures will manage to fans
th house and senate and be enacted
Into laws Is unknown. There appears
to be little, If any, opposition to tht
tax relief program In the huuie, but
one can never tell.

During the first two weeks of the
Vili session of the house 253 bills
were Introduced, 47 passed und four
Indefinitely postponed. Of Hisb IV,

bills offered by the interim commit
tee appointed at tho 1 027 session to

code, Many of the other repeal bills
have been reported back by commit
lee with the recommendation that
they be passed.

Placing a number of state depart
ments, now supported by public funds,
on a self-supporting basis through the
adoption of a foe system, Is the prob
lent that is now being considered serl
ously by the joint ways and urans
committee of the legislature. At a
recent meeting of the commute It
was decided to confer with C. H
Gram, state labor commissioner, In
regard to placing his d ; artment on

ments have been prepared proposing
adoption of an equitable fee schedule

Rumors that something would be

developments was a promise made to

tion of fishermen from Oregon City

Tillamook county will be a fisher
man's and hunter's paradise, in the
opinion of Representative Wlnslow cl
Tillamook, if house bill 15S. which he
introduced. Is ena.-'el Into law.
Creation of a separate flsb and game
district for all of Tillamook county
under Jurisdiction of the county cuurt
la proposed in the bill, it provides
that all expenditures of funds collect
ed through fish and game sources Ir
the county shall be administered by
the county court.
One of the main purposes of the bill
Is for the protection, preservation and
propagation of salmon, shad and a'ur
geon, other food and shell fish -s. and
alo for game and gime fish.
