The annual convention of
school district officers met in
Heppner on the fourteenth ins't.
and was attended by a larie
number of the school officers
and teachers of Morrow county.
The opening address of the
morning session .was. made t y
Hon. S. E. Notson, District At
torney, who spoke on the impor
tance of the echool board in the
school system. Mr. Notson em
phasized the point that the school
board determines the policy of
die oistrict and is the control
mg factor in the local school
system.
Trreir responsibilities are many
said Mr. Notson but the dutv cf
selecting teachers is the great
est. Building, equipment, li
braries and play grounds are im
portant and do not constitute
more than 15 or 20 per cent of
the value of a school leaving
at least 80 per cent of the. value
of the school to be supplied by
the teaching force.
Sup't. Churchill addressed the
convention at the morning ses
sion on the problems, of District
Management
He made an appeal for better
sAools and emphasized the per
sjnal, equipment library and
sanitation
He spoke of the increase in the
requirements for teachers and
slated that to provide for the in
struction and training of teach
ers additional facilities had been
provided by the state.
He said that ten year3 from
now that the requirements for
t.-achers w.ll include 4 years in u
teachers college.
