Henley THE HOUSE OF REPRE SENTAI1YES Congress having voted itself a liberal increase in salary might now do a good turn for the gen eral public by reducing the mem bership of ,the House and there by reduce the cost of maintain ing that body at the same time increase its efficiency. When the constitution was adopted it was provided that the number of representatives should not exceed one for every 30,000 inhabitanti and that until such time as a census could be taken. The total number of represent atives Bhould be 65 of which New York should have 6 and Massachusetts 8. The ratio it now one for every 211,877, the total membership of the House is 435 and of these New York has 43, Massachusetts 16, and Oregon 3. The new schedule of salaries will call for four million three hundred and fifty thousand dol lars per annum. The body that haggled over the increase in the meager compen sation of postal employees and then voted itself an increase of ver a million a year will do well to seriously consider the abvis ability actually doing something for the tax payers by reducing the number of those who draw the $2500 per annum increase in salaries. Senatorial Rules in Practice At the very time that Vice President Dawes was urging re form of the rules governing the transaction of business in the U. S. Senate that body had be fore it a treaty with Cuba, ne gotiated by. the late President, Roosevelt, in 1904, and which had been continuously before the Senate awaiting action since the year of its negotiation. THE VICE PRESIDENT TOTHESENATE As it !s the duty of the presid ing officer of the senate to call attention to defective methods in the conduct of business by the body over which he presides, so, under their constitutional power, it is the duty of the members of this body ts correct them. To vade or ignore an issue between right and wrong methods is in itself a wrong. To the perform ance of this duty, a duty which is partisan, a duty which is non sectional, a duty which is alone in the interest of the Nation we have sworn faithfully to serve, I ask the consideration of the senate appealing to the conscience and the patriotism of the in dividual members. Vice Presi dent Chas. G. Dawes, Rhea Creek's .First Settler C. A. Rhea, the third man to make his home in this locality, like most'pioneer Jwys, was short on education but he had plenty of energy and natural ability and made rapid progress in stock raising, soon accumulating large bands of cattle and horses. He then took up sheep raising which proved to be his most profitaple line of industry, and became the largest operator in the country. He was making, money faster than he could make use of it and branched out into banking, mer chandising and later matched a lot of money against other mens experience and opened up a large packing plant in Portland. In pioneer days, book keeping was an unknown art and every man's word was taken in lieu ot his note and losses were unknown but with the change from stock- raising to farming came a new lot of people' and a new method of doing business. He ' had al ways listened to the wants of bis neighbors and helped them with every means at his commarid and could not refuse the requests that came from all sides to pro mote the new enterprizes of the country. When he discontinued the sheep industry he was obliged to trust his business management in the hands of others and continued trying to help others, but his fortune es caped him in a short time .with much more ease than it had been accumulated. Many of our prominent citizen owe their success to a start se cured through the assistance of this pioneer who led the country in many long years of hard struggles and it is a sad thing to note that one who did so much in the upbuilding of a community must be deprived of the fruits of his labdr for it is well known that he 'was ready to give with a free hand while he was able and must now pass through his re maining years seeing others en joying that which he has made possible. After spending most of sixty years in the community which he helped to develope this sturdy citizen has seen all his children, except Josie Jones, leave the country of their birth, while he now makes his home ' at Hills boro, but Rhea creek will con tinue to perpetuate the name of Lum Rhea, a man who has set a mark in the history of Morrow County. A baby that failed to start in living promptly when it was born, but was made to breathe five minutes later by a pulmotor, is living and flourishing today in New York, thanks to the prompt action of the local gas company, The pulmotor baby is Nathan Cohen, 995 East 173rd Street, New York City, which lies in the service district of the Northern Uuion Gas Company, a subsidi ary of the Consolidated Gas Company. When the baby was born, during the early hours of a Monday morning, Dr. Israel O. Kassow, attending phsician, found him organically sound, with a pink and healthy complex ion. But his heart wasn't beat ing and his lungs weren't acting. Dr. Kassow tried to blow the boy's lungs into motion and to start respiration by working the arms, but to no avail. He bad almost despaired when he recalled hearing of a baby in Chicago Leisg born with vital powers suspended which was saved by a pulmotor. He ran to the telephone, called up the gas company office and begged the official to respond to an emergency. The emergency crew raeed to the hospital with its sireji roaring. . In a little mere than five minutes the pul motor was in action. Air was forced into the in fant's lungs and drawn out The processes of life were awakened. The heart began to beat feebly.
