GOVERNOR PIERCE AND
THE INCOME TAX ;
The suggestion made by Gov
.. ernor Pierce thut legislation te
passed so that approximately a
million dollai uue under the in
cotue tax law be collected is
certainly sonntl. Most of these
who had income taxes to pay to
the state have paid. It is i t
ported that oVitiquency is on the
part of but T7l'0.ut of over 24,
OJOwho made returns. Why
should they be excused? .If the
average citizen can afford to pay
his income tax why cannot the
ricn man do likewise? Why allow
him to escape?
I he governor also suggests
some new and indirect taxes so
as to hold down the property
tax. One of his suggestion:) is
for a gross revenue tax on public
utilities. He made the same
suggestion in the political cam
paign two years ago.' His pur
pose is to get away from the in
justice that prevails when the
torm of property that produces
very little net revenue has to
carry virtually the whole tax
load while DO per cent of the
ability to pay escapes from the
state and local tax burden It is
imperative that we have a re
adjustment. There is a Portland man w hose
income tax shows he made a net
profit of $45,0U0 last year and
that he pays no direct state or
local tax . With the income tax
repealed that man is exempt
from state or local taxes for ail
time to come.
On the other hand there is a
Pendleton man who owns a
wheat ranch. He is an elderly
man and the ranch is rented out.
His profits from the large ranch
last year were only $2000 or
thereabouts and be had a direct
tax of $800 to pay. In other
words this man with visible
property netting him a very low
return on the investiment has a
truly heavy tax load to carry
while men who have' highly prof
itable investments in other lines
escape. v
It'is against this form of in
justice that the Governor is
fighting. He is absolutely right.
He was right and the' state tax
commission was right in making
a low levy upon direct property.
If the prosperous people of Ore
gon expect the blessings of civi
lized government they should
help pay for it It is not fair
to give them the benefits and

in Study by Government
Nearly 20,000.000 people in the
United States, or about one fifth
of the population, live inviilagts,
and SO.000,000 farming piope
use these villages for purposes ot
business, ebucation, religion,
health, and social well-being.
Yet these centers of rural point
ulation usually unattractive aud
often very ugly. Villages in
other countries are generally
much superior to those of the
United States in design, in the
character of their streets and
public buildings, and in their ap
proaches and recreatiou spots.
A start, however, has been made
toward beautifying the American
village.

attending to business in Morgan,

afternoon with Mrs. Noah
Pettyjohn.

ness in Morgan last Monday.

a boarding honse and livery barn
at Morgan this week.
Ervin Medlock and Earl Petty
john are quite interested in the
sheep business this spring.
Hev. Pershall left for his home
in Pine City last Monday having
closed the services at Morgan
Sunday night. Morgan people
hope he will return in the future.
Rev. Smith was calling on
i friends ' in Morgan Saturday
evening while there he attended
church. He Bpent the night with
Noah Pettyjohn and from there
went to Eightmile, where he was
to hold a meeting Sunday. ,
Morgan is quite a bnsy place
this week as two cars of wheat
are beirg unloaded at the K. E.
Harbison warehouse, by and for
the farmers in and around Mor
gan. The farmers will use this
wheat for reseeding.
