Sam A. Kozer
It is a real pleasure in these pe
culiar times to st'e a can lidate for
public oflice whose claim thereto
is justly based upon qualification
and service. Such a one is Sam
A. Kozer, the present secretary
of state, who is asking the nomi
nation at the hands of the He
publican voUr3 to succeed him
self. There is no man in Oregon so
familiar with the business afTairs
of the state as Mr. Kozer is and
no man better fitted by natural
and acquired accomplishment's
to conduct them in the interest of
the taxpayers, lie was brought
to the Secretary of States office
in 18'J'J by Frank 1. Dunbar be
cause of his qualifications Bnd re
liability as an accountant, and it
was during the eiirht years of
Dunbar's service that the first
scientific system of bookkeeping
and accounting in that depart
ment was established, in the in
HtHllatio.i of which Mr. Kozer was
n leading actor. He later served
in other business departments of
the state and was apuin taken in
to the Secretary of State's oflice
a. chief deputy under Mr. Olcott,
who appointed him Secretary of
State when Mr. Ulcott became
Governor in 11)19. Mr. Kozer was
elected to the oflice in l'.l'JO and is
therefore tip for a second term.

and needs a trained mind to handle
it. It requires not only compe
tency in business knowledge, but
absolute honesty, integrity and
courage. It calls for the kind of
man w ho can say no w hen it is
necessary, and one whose pledges
and promises can be relied on,
personally, politically and com
mercially a man who will not
pledge impossible things for votes
without being able.or even hoping
to accomplish any of them, but
who will squarely do his best and
constantly keep in mind the prin
ciples of honest economy with an
eye sing! to the piogress and
prosperity of the state.
That is the kind of man Sam
Kozer is, and it is a pleasure to
this paper to be able to recom
mend him without reserve to the
voters of this Dart of Oregon.
If it were only known, no doubt
an investigation of the prohi
bition bureau would disclose co-
lossal extiavaKsnces of the tax
payers money in high salaries and
useless waste. The wise man
ot the Uregonian prooany lias a
like opinion but keeps mum.

our school teachers. The school
board probably feels the tame.
