rounded by little more than leth
argy. A third "'committee" prob
ity will come in the nature of
some !ort of trial court before
which Colonel William Mitchell
can be hailed to answer for his
rebellious attitude toward his
technical superiors. Perhaps
more definite action may be ex
pected from the third committee
than from the other two, which,
if past experience be a guide,
seem destined to develop into long
drawn out "probes" with their us
ual political embellishments and
either red tape, dry- rot or head
line creating, testimony, out of
which some individual investigat
or may carve a political future.
Whatever may be thought of
the action of Colonel Mitchell in
making his sensational charges, it
is fairly clear in the public mind
that right or wrong, had the Col
onel submitted his thoughts "thru
channels" he would have rendered
himself little more than a cousin
to the far famed tormor-e, that
tried vainly to roar against thun
der. Mitchell may have violated
the canons of military regularity.
To permit his charges against his
"superiors" to pass unnoticed
might open the door to a whole
sale right of free speech in the
army and navy and so create a
situaiton of discliplinary chaos;
but the plain fact is that if the
Colonel be condemned and pun
ished for his action, he will stand
before the public always as a man
who wittingly sacrificed hirrrself
and his career for what he con
ceived to be the public irfterest.
Officers of the army and navy,
like some American Juries, are not
paid to think and above all must
remember that their office is not
to express themselves. Perhaps
out of the muddle the country may
obtain a sensible reform in its
air sen-ice. This will be wel
come, even though it be built on
the military extinction of the man
who always will be credited with
having compelled the issue.
Plain Folk Can Think.

The farmer, the worker, the
stenographer, the clerk, the law
yer, the doctor, the small business
man and all the other people of
modest means are honest folk in
the main. The great majority of
them are honest. If they think
that the Coolidge-Mellon program
is a villainous scheme to favor

wealthv, at the expense of the bal
ance of the people, they will rise
in wash and stop the program.
If. on the other hand, these
same onest folk come to the con
clusion that the Coolidge-Mellon
plan is a just and square plan.
hereby the war debt tax is spread
here it ought to be spread to
serve the best interest of the na
tion, they will support that plan.
These modest, everyday citizens
of the United States are not the
fools the Journal thinks they are.
They know that large profits were
taxed during the war to the tune
of t5 to SO per cent by war prof
its taxes, excess profits taxes and
surtaxes during the war years.
They also know that the Coolidge
Mellon plan contemplates taxing
large incomes at rates from fifteen
to 25 times the rates proposed for
taxation of small incomes. They
also know that taxes carTbe levied
at such high rates that investment
is diverted from business that
builds up the prosperity of the
country into the purchase of tax
exempt bonds, thus tying up bil
lions of capital that should be at
tracted into productive enterprise.
They see in the Coolidge-Mellon
plan a tax proposal that is not only
fair and just as between taxpay
ers, but also a schedule that will
tend to divert capital into rail
roads, public utilities, industries.
ships and commerce, thus helping
augment prosperity of all the peo
ple. Efforts of demagogue news
papers and demagogue politicians
to create class hatred will have
some success, but in the main
such efforts are transparent to
the great majority of honest folk.
If there is any inherent unfair
ness in the Coolidge-Mellon pro
gram it is in its discrimination
against larger incomes, but those
having larger incomes usually are
better able to pay, which is the
justification of the discrimination.
If there is any discrimination
against the small taxpayer it will
be detected and defeated.
