Where the Whole Theory
of Charity is Wrong.
THE present policy of Ameri
can industry of helping em
ployees with their personal prob
lems is based upon the assump
tion that eventually they will sure
ly "go broke, according to Wil
liam G. Knox. President of the
American Bankers Association
To correct this condition, Mr. Knox
says, we provide old age pensions
and other forms of charitable com
pensation, which he contends is
commendable, but contrary to the
purposes of democracy. Of course
the whole theory of charity is
wrong. At best it is a palliative
existing purely because it pro
vides the best stop gap we know
until justice is established. Of
late there have been encouraging
evidences that a better order of
things is on the way, not the least
of which is open recognition by
bankers that some change in our
economic system must be provid
ed that will permit of independ
ence to those who have worked in
dustriously according to their abil
ities during the years of normal
labor.
Unfortunately Mr. Knox follows
pretty much in the beaten path of
pointing to an evil without point
ing very clearly to its possible
.cure.
"There must be injected into
our industrial policy an additional
economic element, says Mr.
Knox, "one of mutual benefit and
permanent value to both labor and j
capital, concerned not alone with I
the amount of wages that are
earned, but with how these earn
ings shall be used."
Mr. Knox says he argues for the
elimination of waste and for an
industrial savings policy based
upon the principle of independ
ence, a policy that will give the
average American a greater in
centive to help himself. All of
this spells the elimination of the
unearned increment and the fi
nancial bonu? gathering miiJIfi
man or the waste must continue,
which looks like financial Hari

N'E of the greatest issues be
fore the American people is
whether our public school system
sha'l remain democratic, or wheth
er it shall be used more and more
in the direction of equipping a
professional class.
The newspapers are full of pro
tests that high schools, colleges
and universities emphasize too
much academic and professional
equipment, when about nine
tenths of the citizenry of our coun
try must work for a living in in
dustries, in homes and on farms.
A remarkable union high school
in California the San Mateo
Burlingame districts is attracing
wide attention of educators by
giving employment to more than
half the high school boys outside
of school hours at good wages,
doing all the work of maintaining
the school plant.
For about 15 years, several hun
dred high school boys have built
new buildings, maintained all re
pairs and kept the grounds in a
model condition doing actual
manual labor and learning the or
dinary trades that make commun
ity life possible Principal Glass
cock has accomplished this and
the community likes it.
His ideal is a useful, contented,
self-respecting citizen, who can
earn an honest living, build a
home and support himself and
family.

vened yesterday at the court house,
with Judge Benge and Commission
era Davidson and Bleakman in attend
ance. Besides the usual grind of bus
iness the court had up for consid
eration the petitions presented call
ing for a road bond election.

found running at large on his prem
ises in Morrow County, Oregon, and
that he will on Saturday, July 11,
1925, at the hour of 10:00 o'clock in
the forenoon of said day, at his place
on Rood Hill, miles northwest of
Hardraan, Oregon, in said Morrow
County, sell to the highest bidder for
cash in hand, the following described
animals:
One bay mare, about 8 years old,
with colt, branded BW with spring
seat hook above on left shoulder.
One black mare, branded 1 bar 14
on left stifle, age ?.
One bay mare, about 8 years old, no
visible marks or brands; unless the
same shall have been redeemed by the
owner or owners thereof.

Notice is hereby given that under
and by virtue of the laws of Oregon.
I am holding and have in my posses
sion at my place in Sand Hollow, 7
miles northeast of Heppner, the fol
lowing described animal, left in my
charge by the owner thereof for
keeping and pasturage; that the aaid
owner refuses to take away the said
animal and pay the charges against
it; that I will, therefore, sell said an
imal at public sale at my place on
Friday, the 3rd day of July, 1925,
at the hour of 10 o'clock a. m., of
said day, and apply the proceeds
thereof to the payment of said
charges and the costs of this sale.
Said animal is described as follows:
One roan horse, age 5 years, branded
with cross on stifle. ROY STAMP,
County, Oregon, sell the above de
scribed real property at public auc
tion to the highest bidder for cash
and apply the proceeds of auch sale
to the payment of said judgment and
accruing cost of sale, subject only
to the statutory right of redemption.

ecution and Order of Sale was issued
out of the Circuit Court of the State
of Oregon for Morrow County on the
14th day of May, 1925, upon a Decree
therein rendered on the 2nd day of
April, 1925, in favor of Bernard Kee
nan, plaintiff, and against G. A. Jack
son and Amanda Jackson, his wife,
and Vera Jackson and Zoe Jackson,
his wife, and Dunn Brothers, a cor
poration, Defendants, which said ex
ecution and Order of Sale la to me
directed and commanding me to sell
the property hereniafter described,
for the purpose of satisfying the
judgment of the plaintiff in said
cause, for the sum of $2500.00 with
interest thereon from the 1st day of
July, 1919, at the rate of eight per
cent per annum and for the further
sum of $4H9.69 with interest thereon
from the 23rd day of February. 1922.
at the rate of six per cent per an
num and $250.00 attorney's fees and
plaintiff's costs and disbursements of
said suit taxed at $25.20.
And the further judgment in favor
of Defendant, Dunn Brothers, a cor
poration, for the sum of $4652.06, with
interest thereon at the rate of eight
per cent, per annum from the 2nd
day of April. 1921, and the further
sum of $500.00 attorney's fees and
for its costs and disbursements taxed
and allowed at $20.40.
Therefore in compliance with said
Execution and Order of Sale, I will
