THE petitions calling for the
bond election are now in the
hands of circulators and it should
not he long ere the preliminary
steps are completed. Along with
the petitions goes a statement,
tentative in its nature, showing
where it is proposed to place the
money providing the bonds carry
at the election. This vill doubt
less be changed in some particu
lars for publication in the official
notices of the election, which
must show on what projects the
money is proposed to be spent.
Furthermore, the money will have
to be spent on the projects as ad
vertised and cannot be used other
wise. There seems to be a misappre
hension on the part of some re
garding the bond issue. They
seem under the impression that
the entire issue of bonds will be
sold at once, thus putting a heavy
burden of interest on the taxpay
ers, which in turn must be met by
an increase in taxation. This is
not the plan as we understand it.
It will take several years to com
plete the road program when the
money is provided and the bonds
will only be disposed of as need
ed. The present bond issue wil1
be paid off before any of the new
bonds require attention and it is
figured that there should be no.,
increase in taxation over what is ,
required now for the bonds the
county is maturing. The new
bonds will be serial in nature, ma
turing in easy stages, but will go
on the market only as needed.
It is well, also for some people
to get the notion out of their heads
that this bond issue is being pro
moted solely for the benefit of
Heppner. this is not so, as a
careful study of the proposals will
reveal. Heppner expects to gain
in a measure by the completion
of one or two roads, but the dis
tribution of the funds is entirely
with a view to helping the entire
county. Heppner business men
realize, as do the business men
and farmers from all parts of the
county, that the road program
should be pushed; that it is a step
in the direction of progress; that
the building of market roads is
for the development of the agn
cultural interests and natural re
sources of the county, and it is
necessary that this be done. That
just the present time would ap
pear to be inopportune, is subject
to question ; because with some a
step in the direction of progress
is never opportune; they are never
prepared to move ahead even tho
the step would eventually prove
to be of advantage to them and
become an investment far exceed
ing in value all that it might cost
in increase of taxes for a few
years. The towns will receive
some benefit, to be sure, but by
far the greater benefit will come
directly to the farming commun
ities in being able to market their
produce more cheaply, bringing
them nearer to market and to the
towns and making living condi
tions in the rural communities
more what they should be. Far
mers on or close to market roads
will be able to save in haulage
costs on one crop of wheat far
more in an average year than the
entire cost to them will be in taxes
for the construction of such roads.

Insurance Pays.
rnHE unfortunate thing about
X the recent Heppner fire is
that those burned out are not able
to rebuild. This will leave an eye
sore on that half block something
similar to the old Palace hotel
corner, which has stood as a dis
grace to the city ever since the
fire of July 4, 1 9 IS, but not be
cause the owners thereof are not
able to clean it up, or put a de
cent building on the lot. There
was a woeful lack of insurance on
the property burned last week
yet there was some excuse for this
as the rates in that range were al
most prohibitive. The buildings
were owned by those not able to
bear this loss, and in some in
stances at least the means of liv-
lihood has been taken along with
the destruction of the property
It matters not that the buildings
were of wooden construction, and
some of them flimsy at that; they
were serving the purpose as places
in which to do business until such
time as more worthy structures
might be put up. However, the
leson of carrying tome proteC'
tion against loss in the way of in
surance should be impressed up
on all other similarly situated.
It pays to have insurance, no mat
ter what may be the character of
tne funding you own or in which
ou may be earning on business.

We're Not So Younjr.
DR. VALERIA PARKER, of
Washington, speaking at the
concluding meeting of the Inter
national Council of Women, de
cided that the United States as
' a young member of the family
of nations," displayed "all the im
pulsiveness and selfishness of
youth." The lady betrayed be
fore foreign delegates strange un
familiarity with the comparative
age of the United States. Our
nation is not one of the younger,
but one of the very oldest mem
bers of the family of nations. Our
national Rag is the oldest in Chris
tendom. We are older than uni
ted Italy or united Germany. We
are the oldest of the many nations
of this hemisphere. The sixteen
new European nations created as
the result of the World war, the
Portugese, French and Russian re
publics are all infants in arms as
compared with Uncle Sam. True
the people of these nations have
long lived under some govern
ment, but the American colonies
had two hundred and fifty years
of existence before the Revolu
tionary war, with a greater degree
of self government than prevailed
in most of Europe during the same
period. What European nation
has more of the marks of matur
ity in its national thinking than
has the United States which are
less impulsive or more unselfish?
