A Forward Move.
AT PRESENT there is not much
more to be said that han been
stated in these columns regarding
the proposed bond issue for the
continuation of Morrow county's
road program. At the meeting of
the county court on Monday, when
all members were prsent, the nec
essary preliminary steps were
tiken. and a contract entered into
with a bonding house of Portland
to prepare the papers and other
matters looking to the election,
and contingent upon the proposal
being p.dopted by the electorate.
This w ill get the issue squarely be
fore the people of the county for
their decision.
As stated in last issue, we are
ready to support this bond issue,
as well as any other question of
progress, and are glad to note that
the court has taken this forward
move.
It is not to be expected that the
election will go over without some
opposition, yet we are pretty well
convinced at this time that the
program as being outlined by the
county court will be acceptable
to the people and that the issue
of bonds will be endorsed. Many
questions concerning the matter
w ill come up ; it shall be our pur
pose to answer all these as fairly
as possible, with whatever aid we
are able to get from those who are
better posted than ourselves.
There shall be no attempt to get
the support of any voter in the
county for the bonding measure
by any other than fair and wide
open means. We take it that the
great majority of our people will
favor the road program and the
bond issue if it is fairly presented,
and so far as we are concerned, it
will be so presented.
We are glad of the splendid
spirit in which the matter is be
ing received so far. The pushing
on to completion just as fast as
possible, the program of market
roads for this county, is a great
forward move, and should be so
recognized by all. However,
while it is understood that we
shall support the bond issue to
the fullest extent of our ability,
the columns of this paper shall be
open to all, and to that end we in
vite the free expression of those
who may have reasons for not sup
porting the program. Give the
public the benefit of your views in
a concise manner and they shall
have publicity through out col
umns. $$$
Sow Germany is sending us a
new substitute for alcohol, said to
be non-poisonous and with a won
derful kick. This kind of German
invasion will be welcomed by the
soaks.

What Dawes Opposes.
VICE PRESIDENT DAWES
in his campaign against fili
bustering in the Senate, makes it
clear that what he objects to is
not legitimate debate, but inter
ruption of the business of Cm
gress by insignificant minorities,
in palpably obstructive tactics.
The Senate has been from the
beginning of the government a
f.rum of debate in which great
service to the American people
has been performed by thorough
discussion of great national is
sues and problems. With its small
er membership the Senate, rath
er than the House, is the bodv in
which public questions are debat
ed most exhaustively. When an
important public question is at
stake, it is essential that all the
light possible should be thrown
upon it. The service rendered to
the nation by the senators who
participated in the great Senate
debate on the league of nations
was historic.
There is no appreciable public
sentiment in favor of curtailing
legitimate debate in the Senate.
The feeling against the harangues
about nothing in particular is
strong. The abuse, not the legiti
mate use, of the greater freedom
of debate essential to an effective
Senate. Recounts for the demand
that the one man or the five-man
filibuster in matters of minor mo
ment should cease. In calling at
tention to the abuses of the Sen
ate rules Vice President Dawes is
doing the nation I service. The
most dangerous foes of legitimate
debate in the Senate are the sel
fish demagogues who, from un
worthy motives, pervert the Sen
te rules to purely obstructive
uses.

According to figures just made
public by the Census Bureau, the
number of marriages in the Uni

number of divorces for the same
period. In 1923 there were I,
224.373 marriages and 165,226
divorces.

the reduction of the public debt of
the United States during the year
ending April 30th, according to
the announcement made by Sec
retary of the Treasury Mellon.
This means that interest charges
the burden of which falls on the
tax payers, have been reduced by
approximately $28,000,000.

named Plaintiff, a public corporation,
is the purchaser, owner and holder
of certificates of delinquency num
bered 1119, 1136, 1152, 1160, and 1169.

by tho Sheriff and Collector of De
linquent Taxes for Morrow County.
Oregon, and filed by the said Sheriff
and Collector of Delinquent Taxes in
the office of the County Clerk of the
County of Morrow, State of Oregon,
on the 6th day of June, 1923, for
taxes due and delinquent, together
with penalty, interest and eosts there
on, upon real property situate in
Morrow County, Oregon.
Yon are further notified that the
amount for which said certificate is
issued is set opposite and following
the description of the tract or parcel
of land hereinafter set out, the same
being the amount then.due and delin
quent, for taxes for the year 1918, to
gether with penalty, Interests, costs
thereon, upon real property situate
in Morrow County, Oregon, and par
ticularly bounded and described as
hereinafter set forth, said tract or
parcel of land being assessed, for the
year 1918 to the first person whose
name immediately precedes the des
cription thereof, and is followed by
the name of the person appearing to
be the owner thereof, as appears on
the tax roll of Morrow Countw, Ore
gon, for the year 1924, now in the
hands of the Sheriff of said County
for collection, at the date of the first
publication of this summons and no

by summoned to appear within sixty
days after tha data of first publica
tion of this summons, exclusive of the
day of first publication thereof, to
wit! April t, 1926, and defend the
suit in the Court aforesaid, or pay
the amount due aa shown above
against aaid tracts or parcels of
land, respectively, above described, of
which you are tha owner, or in which
you have or claim to have, any inter
eat or estate, together with interest
and eosts accrued in this suit thereon.
Service of a copy of your answer
or other process may be made on the
undersigned attorney for plaintiff, at
the place specified below as his ad
dress, and in case of your failure so
to do, judgment and decree will be
entered against you and each of you
foreclosing said tax liens for. the
amount set opposite and following
the description of said parcel of land
above set forth, together with In
terest and eoats thereon, against said
tracts or parcels of land, and said
tracts or parcels of land will be sold
to satisfy aaid judgment and decree
obtained in .this suit.
You are further hereby notified that
the plaintiff will apply to the Court
aforesaid for judgment and decree
foreclosing said tax liens against said
property hereinbefore described.
This summons is published once
each week for six consecutive weeks
in The Gatette-Times, a newspaper
of general circulation in , Morrow
County, Oregon, published weekly at
Heppner in said County, the date of
Arst publication thereof being April
2, 1925, and aaid publication being
made in pursuance of the statutes of
the State of Oregon, said newspaper
having been designated by the Coun
ty Court of th State of- Oregon for
Morrow County as the newspaper in
which said summons should be pub
lished, by order duty entered in said
Court on the first day of April, 1925.
