Coolidge's Running: Mate
Has Very Interesting
Career.
Washington, D. C, June 25. Ac
cording to intimate friends ind bus
iness associates of years' standing
Brig.-Gcn'l Charles G. Pawes, run
ning mate of Calvin Coolidge on the
Republican ticket, ia not what one
would call a profane man. The nick
name, "Hell and Maria" came from
Dawes using this expression before
a Congressional investigating com
mittee which waa trying to ascertain
whether certain Army expenditures
had been regular or not. Dawes, not
ing that something out of the ordin
ary had to be done to arouse somte
of the committee and the presa to
the fact that the waste of govern
ment money was going on every day,
adopted heroic measures and shout
ed, "Hell and Maria, if you men
would spend more time trying to
stem the millions of waste going on
under your noses, instead of looking
for flaws in the brilliant record of
the Army, we would have a 'Hell and
Maria' of a lot better government."
The newspapermen seeing a commit
tee being told the truth in a moBt
emphatic manner about the waste of
the people's money, seized upon his
"Hell and Maria" exclamation as a
good point on which to hang a news
story and this secured for Dawes the
attention of the citizens of the na
tion. The explosion awakened the
people and they aided with Dawes in,
his demand to stop the waste. This
"cuss" word undoubtedly was the
cause of the saving of millions of
dollars,
Dawes' career has been a most in
teresting one. He was born in Ohio
in 1865. His father was General Eu
fus R. Dawes, commander of the fa
mous Iron Brigade of Wisconsin.
"Charley" Dawes worked during his
college years as. a chief engineer on
a small railroad in Ohio. He gradu
ated from Cincinnati Law School at
the age of 21. In 18S7 he moved to
Lincoln, Nebraska. A great stream
of clients did not come hurrying to
the door of his office and odd jobs of
engineering during the intervals of
clients afforded him money on which
to live. The majority of his meals
were eaten at a 15c lunch counter con
ducted by a man named Don Camer
on, who catered to university stu
dents and struggling young business
and professional men. Here Dawes
met General John J. Pershing, who
had been sent as a "shave-tail" from
West Point to drill cadets of the Ne
braska State University. This friend
ship has been further cemented as
the years have passed.
After building up a fair law prac
tice, he moved to Wisconsin in 181)8,
where he became president of the La
Crosse Gas and Light Company, later
moving to Illinois. He was very ac
tive in behalf of President McKinley
during the campaign of 186 and later
became Comptroller of the Currency
under the Ohio President. In 1902
he organized the Central Trust Com
pany of Illinois and it was largely
through his personal efTorts that
many farmers throughout the mid
dle and the Northwest were helped
throuph financial stringencies. He

Chairman oi the General Purchasing
Board and showed Europe how Amer
ican business men can handle big
things. He enlisted in the Army, was
made Major of Engineers and came
out of the service, a Brigadier Gener
al. In June, 1921, General Dawes was
named as Director of the Budget, ac
cepting the place with the under
standing that he could resign at the
end of a year. His first year in office
resulted in a saving for the year 1922
of $1,600,000,000 of the people's mon
ey. Useless expenditures were stop
ped, superfluous clerks were let go,
and some heads of departments were
publicly taken to task for their slack
cooperatoin fn behalf of economy in
government affairs. He neaded what
is known as the Dawes Committee of
experts to see if order could not be
brought out of economic chaos in
Europe. His report met with favor
of the German people. It disclosed
a way by which they could meet due
obligations and yet not be condemned
to a life of economic slavery. Strange
ly enough, the French did not look
with disfavor upon his plan and if
Germany regains her place in the
industrial world, it will be largely
because of the calm, sensible, busi
ti en?-like plan worked out by Charles
G, Dawes.
While Dawes is dynamic, hard
hittii.g, and forceful to the extreme,
there is an intensely human aide to
his character. In memory of his son,
Rufus. General Dawes erected and
operates the Rufus F. Dawes Hotel
for Destitute Men, in Chicago. There
is bIbo a hotel of like character in
Boston. It might be mentioned that
clean, comfortable beds in these
pluces can be obtained for 5 and 10c
and excellent meals are served at the
cost of 7c each, and no man who is
'on rip uppers" is ever permitted to
feel that he is the recipient of char
ity. A similar institution was founded
by Dawes for women.
With Coolidge in the White House
and Dawes as Vice-President, the
people of the United States can go to
bed at night with the feeling that
these two men will see that none of
their money ia wasted and that taxes
will be brought to as low a point an
it is humanly possible to bring them.
Even many democrats in Washington
are forced to admit that it is a good,
honest, sensible, business-like team
that the republicans have put up to
be voted for in November.

HEALTH FACTOR
IN TAX REDUCTION
Prom Stat Board of Health.
The investment of adequate appro
priations for effective disease pre
prevention in the atate will save at
Vast one-tenth of the cost of dis
ease and dependency, Thia would
mean a Having of at least $4,00,000
annually. Where can you fnd a better
investment?
All public health effort must be
paid by taxation. Taxation is a com
pulsory contribution levied upon
persons, property, and business for
the support of the government. The
seven rules of taxation are equality,
certainty, convenience, economy, pro
ductivity, elasticity, and stability.
A tax for disease prevention Is
EQUALLY beneftcal, It helps every
individual in the community.
It Is CERTAIN because ft insures
the health of the citizens, making
them able to contribute their portion
to the support of the government.
It is CONVENIENT because there
is a diminished chance of accruing
losses on account of disease.
It is ECONOMICAL because ft is
much cheaper to prevent disease than
to have ft.
It is PRODUCTIVE because it en
ables more people to pay taxes.
It is ELASTIC because the more
money spent for health taxation the
more healthy citizens there will be
to pay the tax.
It la STABLE because it guaran
tees the health and income of the
wage earners.
It is true that public expenditures
are increasing more rapidly than the
population. But expenditures that
directly benefit the people are really
investments and not expenses.
Sickness causes a tremendous ex
pense, which can be prevented to a
certain extent. It is crazy extrava
gance to propagate criminals, the in
sane, epileptics,' paupers, and delin
quents as we are now doin Hygiene
ean cut the number of these classes.
Is it our high intelligence which
keeps us from employing hygiene?
Disease la an enemy, and although
ft may be largely prevented, we do
not Htrive for the ounce of preven
tion which is greater than the pound
of cure.
If you wish to increase the taxes
neglect the public health. Lower
taxes by preventing disease. Con
serve the public health and conserv
ation of natural resources will fol
low. Raise the health of the wage
earner and he will do the rest.
Every citizen owes ft to himself
and to his community to take an in
terest in the health of the place in
which he lives.
New Road Map Out
of Washington Forests
A new Washington State Road and
Recreation map has just been receiv
ed at the U. S. Forest Service Port
land offices, and fs available for dis
tribution to the traveling public.
This is the new and revised map
which proved so popular with the
automobile public last summer. The
new map contains the latest road and
camp ground data, and other useful
information. All paved and graveled
roads are shown in color, as well as
trunk highways and other auto roads.
Other information includes directory
of forest supervision, national forest
boundaries, Forest Service recreation
areas, and National Parks. There is
a complete list and tabulated descrip
tion of the 110 municipal camp
grounds of the state, compiled by F.
W. Mathias, secretary of the Hoqui
am Chamber of Commerce. There is
also a complete list of Washington
state parks, with a brief description
of each.
The primary purpose of the map
according to the district forester, is
to impress on the traveling public
the absolute necessity of extreme
care with fire while in the forestB
especially this season when the
woods are, for the most part, in a
highly inflammable condition.
The coming fire season promises to
be a very critical one, forest officers
state. Every spark of fire in the
woods, they aay, will be dangerous.
Each traveler must cooperate fully,
putting out all camp fires and smok
ing material, and reporting any fires
they cannot put out. It is pointed out
that by doing so every citizen will
help preserve the scenery and the
forest wealth, and abate the smoke
nuisance.
So serious la the fire danger this
year, that the forest service is re
quiring camp fire permits on the na
tional forests, and in some localities
is dosing dangerous areas to smok
ing. The road maps may be obtained
from any forest supervisor or dis
trict ranger in the state of Washing
ton, or from the district forester.
