While he talks glibly to hit audiences about our grinding import dutiea, he has never studied the matter. 1 put him on the grilF and told him it was the duty of a man who professed to be a leader of men and public opinion, to study the things about which he talked. "I then introduced the subject of tariff and he admitted with much con fusion that he had no idea how much the per capita burden of all customs duties really is; he only knew they must be large, and that in free trade England, they must be much smaller. I then gave him the indisputable figures for 1921 and 1922 in the Uni ted States which show a per capita customs of $2.85 against a per capita customs in Great Britain and Ireland of $13.8" for the same period. He was amaxed to find that it would cost him or his gardener, Rockefeller or Ford, only 1.4 cents per day for the ad vantage of having our workmen and industries, not fully protected by any means, but partially protected. "He was surprised that the customs duties were greater in England than I in the United States, and that in England the poor paid the taxes, , through the heaviest customs being levied on the necessities of life, which is not the case in the United States, and that under the English system and articles taxed, the poor were not protected either in their jobs or in their wage. "England would have had very lit tle unemployment today if she had gone no further than holding her home markets instead of having them flooded by foreign manufactures, and thus reducing by 25 per cent or 30 per cent or 50 per cent or more, her factory output, resulting, of course, in increased costs and idle workmen." A discussion of this subject from the standpoint of the facts involved is not politics but just plain ordinary business and should not be consider ed as a Republican or a Democratic issue. The Manufacturer. $-$-$ In Portland a drunken auto driver ran a man down and killed him. It is now suggested that he be deprived of his auto license for life. Why not? Society has a right and a duty to pro tect itself against such people. A drunken man has r.o business at the wheel of a car. He is always a pros pective murderer. The suggestion that he be not allowed to drive a car is merely a proposal that he be dis armed. Prompt and vigorous action in depriving such men of their li censes will do much to promote safe ty and likewise sobriety. East Ore gon ian. s-s-s PORTLAND POLITICIANS RISQUE. "THE recall of three county commis- sioners ar.d the scandal over city insurance jobbery have, or should have, aroused the people of Oregon. The high-handed methods of the ignorant or unscrupulous political machine should not be allowed to dic tate in state and legislative affairs. That disgusting exhibit of political incompetency has helped debauch the legislature and saddle the people with high taxes these many years. The arrival of the Portland delega tion with twenty-four cases of Scotch of inferior quality and leadership of fusil oil brand might be spared. Nt but what the Cow County mem bers relish it to a degree, and are vitiated with it before they ever ar rive in Salem, bat Oregon could spare it. The organization of the legisla ture in the imperial political head quarters at Portland is not on the highest basis of manhood and char acter. The state has decent and able lead ership in the country outside of Port land but it is robbed of its virtue and its brains are fuddled at Port land. (Morrow County Etenioa Service News) The late spring in northern Europe has delayed field work and there are few indications yet as to the pros pects for spring crops for the coming season. There has been some winter-killing of wheat, but the estimate of wheat acreage in Europe ia stijl more than 95 per cent of the acreage of li23, while the rye acreage may be s'.iphtly greater than last year. The wheat harvest in Argentina and Uruguay was completed under favor able conditions, and there ia some in dication that the 'final production fig ures will exceed previous estimates. The com harvest ia in progress in Argentina with alarge crop in pros pect. Imports of wheat into Europe con tinue to be at least as heavy as those of a year ago. Imports into the Uni ted Kingdom were unusually large in March, with receipts in the first three weeks of the month in excess of 20,- 000.000 bushels. Russia shipments of wheat and rye have practically ceas ed, and it is now estimated that since August 1, grain exports from Russia ni bushels have amounted to: wheat 20,000.000; rye 37.000.000; barley 8, 000.000. and com 2.500,000. Wheat shipments from Argentina from Jan uary 1 to March 20 are reported as 52.000.000 bushels, as compared with 45.000.000"bushels in the same period of last year. SILOS PLANNED AT BOA RDM AN. A meeting was held at the home of Mr. J. L. Jenkins at Boardman April 28. at which time the possible con struction of silos in the community was discussed. Fifteen farmers of the district attended the meeting which was addressed by Mr. George W. Kable. Extension Agricultural En gineer, from Corvallis. The various types and methods of construction of the silos were explained and at the end of the meeting four announced that they would build silos the com ing year and they made plans to plant corn to fill them. Data is being gathered locally on the cost of ma terials and the location of a set of forms to be used in the construction. HOME CANNING TABLES REVISED. Word has been received by the County Agent that Fanners Bulletin ?39, "Home Canning by the Cold Pack Method," and Farmers Bulletin 1211 "Home Canning of Fruits and Veget ables" have been withdrawn from circulation and anyone using these bulletins as guides in canning should destroy them. New time tables are being printed and will be available from the County Agent's office with in the next two weeks. It has been found that the time of cooking veg etables announced in these bulletins was too short to be absolutely safe in all cases.
