Strict Quarantine Regulations in Force Against
Introduction of Dreaded Foot and Mouth
Malady into Oregon; Symptoms Cited.

Dear Sir:
The state board of agriculture feels
called upon to ask your perfect co
operation with os In every effort that
wt are putting forth to prevent the
posiible introduction of foot and
mouth dUease into Oregon. While
w have put strict quarantine re
quirements in operation against Cal
ifornia and have been supported to
the fullest extent by the press, civic
organisations, and from every source
in our requirement!, we arc yet very
much concerned with the continued
existence and spread of this diseaiie
in California. Even against the most
splendid efforts of the state of Cal
ifornia and the nation, to control
and eradicate, at this writing the
disease is Rpread over a greater area
In California than at any previous
time. It is not because California
is not using every effort. She has
money, men, and the undivided sup
port of the Federal Government who
is there with more than 100 trained
men, backed by an appropriation of
$1,000,000 emergency fund to control
It, and despite their united efforts
It is not abating.
If this disease were brought into
Oregon we cannot see how we could
successfully fight it. We fear that
it would almont destroy the livestock
industry. It would break us up.
We are warning you against hav
ing anyone come on your ranch or
being associated with you or your
men other than men you know and
who you know have not been in Cal
ifornia or possibly exposed. We
would appreciate knowing from you
if any California tramps, farm labor
ers, sheep shearers, or any other per
son that might have been in Calif
ornia is moving around the state of
Oregon to the danger of the livestock
industry.
Oregon's quarantine requirements
read:
"All sheep shearers, farm laborers,
dairy laborers, farm and ranch and
stock-yard help in general coming
from the State of California into
the State of Oregon, unless able to
furnish affidavit evidence that they
have not been in any district infected
with foot and mouth disease, shall I
be required to either discard, wash in '
boiling water, or subject all of their I
clothing to a four (4) parts of 40
per cent formalin solution bath (U.
S. P.) to each one hundred (100)
parts of water and their shoes and
shearing equipment to official dis
infection. Certificates of disinfec
tion shall be required of all farm
laborers coming from California."
We are not panicky but we are in
earnest. This disease spreads so rap
idly and with such tremendous con
sequences and the cause of its spread
is so little known, that we are sus
picious that It is likely to be carried
by human beings because the quar
antine requirements of livestock and
other commodities Beems to be all
that could be desired. This whole
warning can be condensed into this
statement; Stay with your own
livestock, mind your own business,
and have others do likewise.
A proper disinfection of any sus
pected person might be accomplished
by boiling all clothing and the in
dividual bathing or proper formalde
hyde gas fumigation of from 6 to 8
minutes, using rubber cape, drawn
closely around the neck, using 1
ounce of formaldehyde and 2 drams
(teaspoonful) potassium permangan
ate mixed together in a pan. Shoes
to be sponged with a solution of 2
hi-chloride mercury tablets to a bnin
of water. These ingredients can be
purchased at any drug store at slight
cost.

FOOT AND MOUTH DISEASE
SYMPTOMS.
Foot and mouth disease is an acute
and without any doubt, the most
highly infectious disease that at
tacks cither man or beast, found
chiefly in cattle and other cloven
hoofed animals. It does however,
affect practically all animals and It
is doubtful if any warm-blooded ani
mal taken as a species is actually
immune.
The majority of losses in an epi
demic are confined to cattle because
they are perhaps the most suscepti
ble, followed closely by garbage fed
hogs which have their resistance re
duced because of being fed garbage.
Next in order of susceptibility comes
sheep and goats. Many of those ex
perienced in foot and mouth dis
ease control report that sheep carry
a high percentage of immunity, but
in a large band there will be some
few animals that will take the dis
ease, hence the entire band must be
destroyed. There is some difference
of opinion about the susceptibility
of deer, antelope and wild cloven
hoofed game. The most authorita
tive sources of information class
these animals at the end of the list
for susceptibility; hence there ap
pears to be little grounds for grave
concern over the liklihood of these
animals becoming a source of great
danger even though' there was infec
tion in their midst. The part played
in the dissemination of water fowl
and birds is a somewhat mooted
question. There is grounds for
thinking that short jumps are at
tributable in some cases to these
agencies, but long jumps of the in
fection is most likely due to some
other carrier. No one should un
necessarily expose their cattle to
fields in which wild geese are light
ing, but the pastures should be safe
after a day's exposure to the sun, as
the infection is destroyed by twenty
four hour's exposure to sunlight and
dry, deslcating winds perhaps de
stroy the infection in a few hours.
Just how the disease always
spreads we do not know. It traveled
at least four thousand miles to be
come implanted in California as no
infection was nearer than Asia and
the Philippines where It exists con
tinuously as it does in practically all
of Europe, execptnig the British and
Channel Isles. It exists in South
America and has traveled as .far
north as Honduras in Central Amer
ica. The question is often asked, "Why
is slaughter control necessary?" The
reason for this is, foot and mouth
disease is epidemic, that is it attacks
practically all animals. One attack
does not confer immunity. True, the
actual mortality or death rate is only
about five per cent, but the injury
to the animal is permnent and in
many cases simply ruinous; they be
come sterile, abort, lose weight, cease
milking, lose their hoofs and lose a
considerable proportion of their ef
ficiency, hence they are as a cUrb
unprofitable animals and ft is, when
viewed from a strictly economic
standpoint, better to kill them off,
pay the bill and be rid of the infec
tion for a period that has averaged
about eight years, ss there has now
been seven and distinct outbreaks In
the United States. The first three
were definitely traced to the Importa
tion of animals from Europe. We
now Import no animals without they

sixth infection probably originated
in hides imported from some for
eign country and was the most se
vere infection that we have ever had.
Twenty-two states were infected and
the expense bill for Indemnity alone
was nine million dollars. No one
should doubt the ability to success
fully cope with the California out
break when we recall what was done
by the U. S. Bureau of Animal In
dustry and the cooperating States
in the 1014 outbreak.
Just What Are the Symptoms?
In the beginning it is well to re
member that blisters or vesicles
form in the mouth of cattle and also
between and around the clefts of the
hoof of all cloven-hoofed animals;
along and probably preceding these
blister disturbances there is a rel
atively high fever. Fever symptoms
are largely the same in all diseases;
there is a loss of appetite, drying up
of the milk flow, languor, because of
the blisters or vesicles in the mouth
there is a drolling or frothing of
saliva that is quite noticeable, often
appearing as lather for a shave, and
accompanying this will occasionally
be heard a smacking of the lips
(many animals do not do this how
ever.) The position of the animal
will be humped and frequently one
leg will be held up and the animal
if moved about will be lame. Hogs
do not show mouth lesions to any
extent, but become very lame, so
much so that they frequently run
on their knees, stand under behind,
squeal with pain and sit on their
haunches. Sheep and goats do not
easily become infected and show
mfld foot and mouth lesions. Cattle,
when their mouths are opened show
vesicles or blisters filled with a yel
lowish fluid which are frequently on
the surface of the tongue and as
Urge as a hazel nut and when press
ed will rupture. Around the gums
the blisters are smaller and leave
a square edge after rupturing. Cattle,
when getting over the disease show
only mlid symptoms and animal inoc
ulation must be resorted to definitely
diagnose the disease. One's suspi
cion should be aroused
(a) When a considerable number
of cattle, sheep or goats show above
symptoms.
(b) When hogs running on same
farm show lameness.
(c) When there is ft history of
possible exposure.
Report should be made to a vet
erinarian and great care should be
exercised in examining all animals
with sore mouth or foot symptoms,
because several very costly mistakes
have been made and it is quite dif
ficult and almost impossible to diag
nose with certainty some cases. A
veterinarian who has seen the dis
ease should be called before suspi
cious cases are finally released. All
suspicious cases should be held un
der precautionary quarantine until
definitely dsiposed of. All neighbors
should be kept away from any sus
picious case. It is estimated that
ninety per cent of the disease out
breaks are spread in this manner.
Just when the disease is breaking it
is most infectious.
What Are the Dangerous Spreaders?
Ninety per cent of all foot and
mouth disease cases are spread by
human agencies carrying contamin
ation on their clothes and feet The
infection is most likely to be carried
twelve hours after contact because
the sun kills it in twenty-four hours
and dry winds much more quickly.

in contaminated saliva and In saeata,
hides and raw by-products from in
fected animals. Garbage in an in
fected district is particularly dan
gerous; it Is always dangerous In any
community and should be cooked be
fore being fed. (The Oregon Live
stock Sanitary Board has a regula
tion that requires all garbage fed to
bo cooked; see that this is enforced.)
Ports of ocean entry are always
possible sources of danger. Suspi
cions eases should be reported to the
State Veterinarian.
DONTS
Don't let outside people from on-
known districts and California visit
your herd.
Don't employ laborers from Calif
ornia. Require all to disinfect their
shoes and wash their clothes.
Don't give credence to rumors. If
foot and mouth disease appears It
will be in your daily paper.
Don't repeat rumors, ft hurts your
Strte, and get your information from
authentic sources.
Don't get panicky or excited. The
infection is now one hundred miles
further away than two months ago.
There Is safety in distance and the
disease centers are now known. The
spread existed in California two
months before they knew it. We did
not get it then, we should not get
it now. Be careful but be calm.

There are grave doubts of the pas
sage of the McNary-Haueen wheat
export bill. The large business con
cerns and the grain speculators have
ordered "thumbs down." They state
there are "many economic and polit
ical reasons why it would be bad
policy."
There are many economic and polit

policy to continue the present sys
tem of raising millions of bushels of
wheat and selling them for leas than
the eost of production. The passage
of this bill might put the grain ex
changes and the speculators out of
business, but a continuance of the
present system will put millions
of farmers out of business. This bill
is an effort on the part of farmers
to do with wheat and other farm
products what the manufacturers do
with their outputs force a profit
price.
Realizing the benefits to producers
from the potato grading and inspec
tion law, local granges are indorsing
it, and the state market agent has
received many indorsements from
farmers in many parts of the state.
Boring Grange is the latest local to
take such action. March 8 it passed
a resolution opposing any change In
the law that would eliminate the
growers' aames and addresses from
the sacks, and that the law was pro
tection to both grower and producer.
The law Is rapidly gaining in popu
larity. Benjamin P. Yoacum, ex-chairman
of the Board of Directors of the St.
Lours k San Franciico Railroad,
states that one family Is supported
by selling the food produced by about
every two families of the Cnitfd
States, and that there are 3,793,000
food dealers selling the products of
6.600,000 farm families of this coun
try. He declares that it coats $2 to
distribute the products the farmers
get fl for, including the middle pro
fits. He recommends co-operative
selling agencies and the pushing of
consumers co-operative organizations
in the cities.
If co-operative marketing associa
tions never increased the selling
prices of commodities a dime; never
accomplished more than a system to
get the prodocts to the ultimate con
sumer by the very shortest possible
route; if they never did anything
more than become their own middle
men and retained the profits of the
speculators and commission inter
ests, they would be most successful.
Such a system would save waste,
needless expenses in distribution and
would standardize products. Co-operation
is simply business, good bus
iness. Its purpose is to get more for
what is sold and to pay less for what
is bought.
Fear of the spread of the foot and
mouth disease into Oregon and Wash
ington from California has resulted
in drastic preventative measures be
ing taken by the state livestock sani
tary board and Governor Pierce. At
the Portland public meeting held be
fore the sanitary board the sentiment
was unanimous to give the board un
limited authority o take any action
necessary for precautions. State
Market Agent S pence's resolution for
an absolute embargo on all veget
ables from California until the dis
ease was nnder control, was anani
mously supported. All citrus fruit Is
barred unless accompanied by a cer
tificate from the stato board of hor
ticulture; and autos will not be per
mitted to enter Oregon until they
have been thoroughly fumigated at
the stations on the Oregon side of the
border. California is practically shut
off from the rest of the country by
the rigid quarantines, but if the sit
uation improves the drastic measures
will be modified. Otherwise they
will be tightened.
Eastern Oregon Is fearing a dry
season. Thus early there is a short
age of rainfall and there is very lit
tle snow in the mountains. The irri
gated sections are fearful of a short
age of the water supply sources.
