Road and Trail Building
During the past year the Forest
Service, U. S. Department of Agri
culture, made allotments of $448,308
for the construction of 644.19 miles
of roads in the North Pacific Dis
trict (Oregon and Washington), ac
cording to a statement just issued
by the District Forester's office. Dur
ing the same period $43,648 was al
lotted for road maintenance, $158,732
for trail construction, and $59,674
for trail maintenance in the district.
Figures just received from Wash
ington, D. C, show that during the
year 1921 the Forest Service con
structed 724 miles of minor roads at
a cost of $540,868 and 2959 miles of
trails at a cost of $519,429.
Three hundred and eighty miles of
major roads were constructed for the
Forest Service by the Bureau of Pub
lic Roads at a cost of $4,620,326. In
addition 3,007 miles of' major and
minor projects were maintained at a
cost of $187,162, of which $65336
was secured from local authorities.
Forty-two hundred and ninety-four
miles of trails were maintained at a
cost of $113,683. This represents a
total expenditure for the construc
tion of roads and trails during the
year 1921 of $6,456,694, which in
cludes $2,153,522 cooperative funds
secured from states and counties.
Expenditures to January 1, 1922,
for constructing 3,729 miles of major
roads total $15,301,373, of which $5,
681,451 are cooperative funds. Like
wise 4,856 miles of minor roads were
constructed by the Service at a cost
of $2,752,970, including $773,922 of
cooperative funds. To date $1,917,169
have been expended in the construc
tion and maintenance of 12,448 miles
of trails. The total thus far expend
ed upon equipment amounts to $651,
608, while $920,134 was expended up
on overhead and administration by
the Bureau of Public Roads and For
est Service.
To date a total expenditure of $22,
216,724 for the construction of 4,786
miles of roads, 6,711 miles of trails,
and the maintenance of 3,007 miles
of roads and 5,737 miles of trails has
been made.
Jack Mulligan returned during the
week from his holiday vacation, spent
at Victoria and Vancouver, B. C.
Mrs. 3. TT. Spencer returned on
Saturday from a visit of a week with
relatives in Portland.

This new law provides:
Section I. That any officer or en
listed man who served in the Army,
Navy or Marine Corps for 90 days
or more during the Civil War, was
honorably discharged, or, having
aerved less time but discharged for
disability incurred in service and in
line of duty, and every honorably dis
charged person who served 60 days
or more in the war with Mexico or on
the coasts or frontier thereof, or en
routa thereto, shall be paid a pen
sion of $72 per month, such payment
to be made in accordance with the
pension roll, without further applica
tion. Section 2. That the widow of any
such soldier, having been legally
married to him prior to June 27,
1915, or if legally married after said
date lived and cohabited with him
for at least two years and continuing
until his death, shall be paid a pen
sion of $50 per month, and an addi
tional pension of $6.00 a month for
each child of his under 16 years.
If such widow dies or remarries
such pension shall be paid such child
until 16 years old, unless such child
is insane, idiotic or otherwise mental
ly or physically helpless, in which
case the pension shall be paid during
the life of such child.
The additional pension on account
of his children shall only be paid the
widow for such period of her widow
hood that she is charged with the
maintenance of such child; otherwise
it shall be paid to the guardian.
A widow or guardian to whom in
crease of pension has been, or shall
hereafter be, granted on account of
minor children, shall not be deprived
thereof by reason of their being
maintained in whole or in part at
the expense of a State or the public
in any educational institution, or in
any institution organized for Jthe
care of soldiers' orphans.
$50 pension is also granted to wid
owa of any person who served in the
Army, Navy or Marine Corps in the
War of 1812.
All provisions of this section ap
ply to all pensions heretofore grant
ed under any law, public1 or private.
Section 3. That $50 per month
shall be paid to former widow of such
soldier, sailor or marine of the Civil
War who remarried after death of
such soldier, sailor or marine, if such
subsequent marriage, or marriages
have been dissolved by death or dl
vorce for any cause other than adul
tery.

Where a pension has ben granted
to an insane, idiotic or nthertfe
helpless er.Ld under 10. a wider or
former widow shall not be entitled
to pension under thia Act until the
pension to such child or children ter
minates, unless such child or chil
dren be memben of her family and
cared for by her; and upon granting
pension to her, pension to child shall
cease; and this proviso shall apply to
all claims arising under this or any
other law.
Section 4. That the benefits of this
Act shall extend to and include all
persons enumerated in Section 4693,
Revised Statutes of the United States,
who served during the Civil War, and
also any person who is now or may
hereafter become entitled to pension
under the Acts of June 27, 18&0, Feb
ruary 15, 1895, Joint Resolution of
July 1, 1902 and June 28, 1906, or
the Acts of January 29, 1S87. March
3, 1891, and February 17, 1897 on ac
count of service during the Civil War
and the war with Mexico, and the
widows and minor children of such
persona.
Service under this section shall be
proven aa specified in Section 2, Act
of March 4th, 1917, and the Act of
September 1st, 1922.
Pensions to soldiers of the various
Indian Wara now or hereafter on
pension roll under Acts of July 27,
1892, June 27, 1902, May 30, 1908 and
March 4, 1917, increased to $30, and
their widows to $20 per month.
Section 5. All Army nurses of
Civil War who now or hereafter are
entitled to a pension under existing
laws shall receive $50 per month.
Section 6. That all pensions now
or hereafter, on pension roil, who
while in the military or naval service
and in the line of duty, shall receive
a pension of $80 per month for loss
of one hand or one foot; $75 where
there has been an excision of resec
tion of any part of bones of forearm
or leg below the tuberosity of the
tibia; $85 for loss or total disability
of arm above elbow or leg above knee;
80 where excision or resection of any
part oi the rumerous or femur, or of
the shoulder or hip joint where there
is an ankylosis of either elbow, knee,
shoulder or hip joint; $100 for loss or
total disability of one hand and one
foot, or one hand or one foot and a
portion of the other hand or foot, or

Man's life is full of trouble and temptation He comes
into the world without his consent and goes out of it against
his will. His journey through life is full of strange and contra
dictory happenings.
When he is little the big girls kiss him, and when he is big
the little girls kiss him.
When he is little he wants candy but can't have it, and
when he is a man he can get it but doesn't want it.
When he is a boy he wishes he were a man, and when he
is a man he wishes he were a boy again.
If he raises a large family he is a chump, if he raises a
check he is a thief.
If he is a poor man he is a bad manager, and if he is rich
he is dishonest.
. If he puts forth an effort to collect what is justly due him
he is a sausage and ought to get beat.
If he is in politics it is for graft, and if out of politics, you
can't place him and he is no good to his country.
If he gives to charity it is for show, and if he does not, he
is a stingy old cuss.
If he dies young there was a great future before him, and
if he lives to an old age he has missed his calling.
If he is affectionate he is a softy, if he isn't he's a cold
blooded proposition.
So, in order to be entirely healthy and avoid all criticism
he must eat nothing, drink nothing, smoke nothing, and if
he wants better printing at right prices he must get it at

total disability of the same; $90
where there haa been excision or re
scticn of any part of bones or joints
of both of such arms or legs; $125 for
loss or total disability of both arms
or both legs; $100 where there has
been excision or resection of any part
of bones or joints of both such arms
or legs.
It is directed that the Secretary of
the Interior shall cause to be review
ed upon request of pensioners, all
eaes wherein there is an excision or
resection of any part of the bones of
an arm, leg, shoulder, hip or any of
the joints, or an ankylosis of any of
said joints, and ahall place tha name
of the pensioner on the roll at the
rates provided.
Section 7. Marriages and legality
thereof may be established by any
competent testimony and in the ab
sence of direct proof, satisfactory
evidence that the parties lived to
gether as husband and wife and were
so recognized by their neighbors and
acquaintances until death of husband
may be held sufficient proof of mar
riage, and cohabitation for seven
years or more may be accepted in
lieu of proof that no impediment to
such a marriage existed.
A widow otherwise entitled to pen- j
sion hereunder may not be barred
for the reason that she failed to live
and cohabit with him continuously
from date of marriage to death, un
less it be shown she willfully desert
ed him without good cause, and all
contrary provisions of law are hereby
repealed, except aa provided in Sec
tion 2 of this Act.
Section 8. The pension or increase
herein provided for, shall commence
on fourth day of next month after
approval of this Act as to those now
receiving a pension and from date
application filed with Pension Bu
reau as to others. Check is issued
for which execution of a voucher
not required shall constitute payment
in event of death of pensioner on or
after the last day of period covered
by the check, shall not be cancelled
but become asset of the estate.
Section 9. Nothing in this Act
shall effect additional pensions to
those on the Army and Navy Medal
of Honor Roll, as provided in Acts
of April 27, 1916, but increase here
in shall be addition thereto, and no
pension hereafter granted shall be re

duced by this Act. No attorney fees
allowed for securing increases under
this Act and not to xceed $10 for se
curing original pension and then only
on order of Commissioner of Pen
sions. Penalty and fine not exceed
ing $500 or imprisonment not exceed
ing one or both.

F. H. Haley, who haa had charge
of the Standard Oil station at lone
for several years, has had the Hepp
ner plant also placed under his
charge. Hereafter this station will
be operated as an auxiliary of the
Heppner station. L. E. Dick, late of
Ponr.eroy, Wash., will have charge of
the local lone business with Walter
Cochran as bookkeeper until such
time ai he ia promoted and sent else
where. Mr. Haley's headquarters will be at
Heppner, where ha will shortly move
with his family. Mr. Dick and fam
ily will mote into the residence now
occupied by Mr. Haley. lone Inde
