WASHINGTON. Dec. The problem
of distribution is attracting increas
ing attention from consumers, pro
ducers and students of economic pro
blems. The spread between the fac
tory and farm and the ultimate con
sumer is realized to be the cause of
much of the dissatisfaction and un
rest which prevails among consumers
and producers.
One of the f acton which it la be
lieved will contribute to a correction
of thia evil, insofar as it affects the
products of the farm, ia the organiza
tion of cooperative associations. The
present Congress enacted a law which
legalised the voluntary organisation
of agricultural producera for the
purpose of handling and marketing
their products.
The Department of Agriculture is
lending every possible assistance to
farmers in their formation of coopera
tive associations under this law. In
order that the law itself may be per
fectly ciear, the department has issu
ed a bulletin giving a discussion of
the legal phases of cooperative as
sociations in language that can be
understood by the layman. It is un

assistant chief of the Bureau of Agri
cultural Economics of the United
States Department of Agriculture,
recently addressed the members of
the American Farm Economics As
sociation upon the subject of farmer
cooperative organizations. In this ad
dress Mr. Tenny laid down seven rules
which he said must be followed if the
cooperative association movement Is
to be successful. They are:
1. The association must have a de
finite object in view. Interviews with
farmers disclose that farmers fre
quently do not know the purpose for
which the organization is being form
ed. 2. The organization must be form
ed on a commodity basis. Both at
home and abroad the outstanding
successes in cooperative marketing
have almost invariably confined their
operation to a single agricultural pro
duct or to a group of products very
closely allied.
S. There must be a sufficient vol
ume of business to cover operating
costs, and the business should be
controlled or under contract by the
association. Many efforts in coopera
tion have failed because the farmers
were willing enough to promise to
sell thir products through the as
sociation but when the time to de
liver these products came there ap
peared to be equally good reasons
why the promises should not be ful
filled. It is not good business for a
commercial organization to atttempt
to proceed without cont-ac's.

trict No. One of Morrow County, State of Oregon, that a SCHOOL
