Voting Taxes Is Easy
One more demonstration of how
easy it is under the Oregon System
of Government to vote taxes onto the
taxpayer for the taxpayer to pay if
he can and lose his property if he
can t pay!
Analysis of .the returns from the
Portland ote for the fair tax is ex
ceedingly impressive. Practically
elery precinct where no taxpayers
reside went unanimously or almost
unanimously for the fair. The North
End down town precincts as well as
the rooming house and boarding
house precincts were the strongest
for the fair. Jazz was the keynote of
the big event prior to the fair elec
tion, the blowing of uorns, tne toot
ing of whistles and the opening of
cutouts. And jazz voted along with
the taxpayers.
We sincerely believe that even
though the fair tax could have been
voted upon by taxpayers only it
would have carried though by a close
majority, for many taxpayers
sake of bringihg a fair to Portland
the exposition tax not only for the
sage of bringing a fair to Portland
in the hope of great material benefits
to come from it but also in the con
viction that taxation was the fairest
way to spread the financial burden of
holding the fair. But no such broad-
minded views were held by thous
ands who voted for the fair tax. It
was Jazz, the god of noise and show,
the prospect of a great time in 1925,
the supposed glory of Portland at
somebody's else expense, that im
pelled their favorable votes.
To some extent, this was a repe
tition. Practically all the heavy tax
increases under which the taxpayers!
of Oregon and Portland are laboring1
have been voted by the people. Thei

legislatures have not been able un
der the constitution to vote taxes be
yond a 6', annual increase. But
they have been relieved of respon
sibility under the Oregon System ol
Government, by which the people
rule. Pass the decision along to the
people, that's the dope. The officials
in authority can escape all blame.
The people can vote taxes or not, as
they choose. If the people don't vote
the taxes, nobody can be blamed. If
they do vote them, the taxpayer pays.
And measure after measure increas
ing taxes, practically all of our heavy
tax increases, have been voted cheer
fully by the people for the taxpayers '
to pay.
The costliest thing the fanners and
homeowners of Oregon ever did was
the adoption of the Oregon System
of Popular Government whereby it
was made easy to pass tax questions
up to a popular vote and thus escape
official or legislative responsibility. J
The people rule, in Oregon, yes, but '
their rule is leading to their ruin in ;
so far as high taxes can contribute
to ruin. The farmers wanted the
Oregon System. They have it and'
like Frankenstein, their creation has
turned upon them and voted taxes;
upon them beyond their ability to pay 1
and yet retain a decent living profit
from their farming. !
Voting taxes onto taxpayers is the
most popular outdoor sport of elec-;
tion day in Oregon. And the farm
ers and small homeowners of the
state provided the machinery by j
which the increasing of taxes are
made so easy.
No legislature or official body j
would have dared increase taxes in j
Oregon to the extent to which they
have been increased under the Ore
gon System of Popular Government.
