territory. But tlie paper alone can
not do it all.
A most necessary requisite is a
constructive municipal government
ready to assist in very legitimate
manner the various civic and indus
trial enterprises of the community.
Just as the citizens expect tlie lo
cal public utility company, the local
bank, the local newspaper, the local
store or the local telephone system
to be "ready to serve" them on re
quest, so should the municipal gov
ernment be just as "ready to serve"
the community and discourage un
called for attacks on any local indus
tries or institutions.
With such a municipal and indus
trial program emphasizing the "ready
to serve" idea on the part of both
private industry and city government,
any community can forge to the front
as a commercial center. Without
this spirit which recognizes the merit
and advantage of the "ready to
serve" idea, any community may lan

Neil's New Prison Pension Law

opposition in the upper house,
It will no doubt be enacted and bej
m operation in due course of time.
It provides pensions lor mothers
of dependent children when the fa
ther is imprisoned over a year or
more.
This law authorized the Juvenile
Courts to pay such mothers $35 a
month for the first child and $15 a
month for each additional child un
der fourteen years of age.
A special tax of four-tenths of one
mill is to be levied on all property to
provide a Mothers' Pension Fund,
out of which the Prison Pensions and
the regular Mothers' Pensions are to
be paid.
This fund in Cook County (includ
ing Chicago), Illinois, will amount to
seven hundred and fifty thousand
dollars a year.
The sins of the father should not
be visited on the innocent children,
or they, too, are pretty likely to 'be
lead into sin. Illinois is doing the
right thing helping little chidren
and making it less likely that they
will become criminals later on.
