tionary Soviet government of Russia,
are seen in the peril in which War

Information has come to the State
Department that Lloyd George, in an
address to the House of Commons,
used this language: "We certainly
should appeal to America. America
up to the present time has not rati
fied the treaty, and thore is the con
fusion which exists when the treaty
Is the subject of a conflict between
the two great parties and cannot be
settled. It Is not for me to say what
view the AnieJrican executive) will
take. All I can say is this: I am only
judging from the attitude of America
at the peace conference. America
was a strong protagonist of Polish
Independence. No man took such an
active, determined and I may say
zealous part in setting up Polish in
dependence as President Wilson. I
amquite certain that whatever differ
ences of opinion there may be in
America In regard to the league of
nations, there will be no difference
In the attitude toward Polish inde
pendence." The British premier goes on to
show that the Poles unjustly and un
neeHsarllv nrovoked the war with
the Soviet, and did it without suffi
cient strength to make good. He says
these same Polys must take ui-a a
licking as they deserve, but that Ku
rope, or rather the Allies of the lute
war, will not permit of such a set
tlement as would sacrifice Polish in
depenence. Poland was made a part
of the league of nations fs one of the
signatory members. Under Article
X it was entitled to have its territor
ial limits upheld against aggression.
That Is apparently forgotten while
the Soviet government of Russia ad
ministers the licking Lloyd George
says it deserves.
This utterance of the British pre
mier is considered decidedly signifi
cant here, because of the especially
close relationship in all diplomatic
matters between him and President
Wilson since the beginnnig of the
war with Germany. The former does
not declare that the United States
should again become Involved In the
quarrels of Europe and incidentally
of the ar In behalf of Poland because

dence. Tiie comment In Republican Con
gressional circles is that Lloyd
George makes no mention of the fight
being waged for Irish independence,
which the Republican House at its
last session sympathized with by re
solution, nor does he make the slight
est reference to the efforts being
made in India to gain independence
from the British crown. The Soviet
government has been threatening to
invade Persia and take the gateways
to India. It is a dangerous thing in
itself because opposed to sound rep
resentative institutions. A menace
to Europe or Asia by the Soviet
would be a menace to civilization.;
But it is held here that the tndepend-'
ence of Ireland or India should be
as much a cause for sending the
youth of America to fight on foreign
soil as is Polish lndependeues.
