Make Oregon Safe for Educa
tion A crisis faces the higher educa
tional institutions in Oregon. It is
due to causes over which these
schools have no control. Had nor
mal conditions regarding prices re
mained with us during the years be
tween 1913 and the present, these
schools would have been inadequate
ly cared for, because of the enorm
ous increase in enrollment.
Since the original millage bill
went into effect in 1913, the number
of full-time students at the agricul
tural college and the state university
has increased 150 per cent. At the
agricultural college in 1913 there
were 1.304 full-time students; there
are now 3.378. At the state univer
sity in 1913, there were 691 full-time
students; there are now 1,745. The
institutions have tried hard to meet
maintenance costs in the face of this
remarkable growth, but have been
unable to do so.
Add to the increase of student en
rollment the diminished purchasing
value of the dollar, Mr. Voter, and
then you can readily see that the
state colleges have been up against
the very same things that you have
been up against, in trying to keep
up with the increased cost of liv
ing. As it stands today, the increased
assessed valuation of the state since
the millage bills were passed in 1913
has been three and eight-tenths per
cent, while the increase in student
enrollment has been one hundred
and fifty per cent, and the increase in j
operating costs about one hundred
per cent.
The result of this meagre allow
ance is that the schools are unable
to retain the most valued instructors.

states where ample salaries are be-
ing paid. Students are growing!
wear)' of trying to attend classes in ;
cramped class rooms with two hun
dred and fiftv students when there
should be but fifty. Buildings are
deteriorating and equipment is lack
ing for efficient work. There is no
question about this. The tax and
enrollment figures tell the story all
too plainly.
Higher education puts dollars into
the pockets of thousands of Oregon
citizens. The feat of the agricultur
al college in increasing the grain
output per acre has alone added more
to the wealth of Oregon each year
than the entire cost of higher educa
tion for the same year. So has its
achievement in raising the egg lay
ing average and improving the live
stock. Higher education is the antithesis
for bolshevism and anarchy. The
life of the public schools depend up
on the efficiency of the higher
schools. It is from the university
the agricultural college and the nor
mal schools that we get our teachers;
and there is a woeful shortage of
teachers in the United States today.
Proper support of the higher institu
tions only, will result in turning out
efficiently trained teachers for the
public schools, which is the back
bone of the whole system of educa
tion. Then the additional cost. Assess
ed valuations in Oregon usually vary
from one-third to two-thirds of the
so-called "cash valuation," which in
its turn is generally lower than the
asked price. A man paying on $1,
000 of assessed valuation would
have $1.26 added to his annual state
ment. As the prefailing tax levies
run, including the special levies for
roads and towns and local schools,
his increase would usually range
from one twenty-fifth to one-fortieth.
That is, it would add from two and
one-half to four per cent to his an
nual taxes to have the agricultural
college, the university, and the state
normal school of his state placed on
a footing that would let them remain
the equals of the higher educational
institutions of neighboring and mid
dle west states, and make it possible
for him to educate his boy and girl
at home, without going to the far
greater expense of sending them
away from the state.
If you believe in making Oregon
just as good educationally as her
neighbors, and would give adequate
support to the state university, the
agricultural college and state normal,
give No 310 on the ballot an X.
As the primary election draws
near we would call attention to all
loyal republicans once more to the
fact that Frank Curl, of Umatilla
county is a candidate for delegate to
the national republican convention
at Chicago, and as such his name
w ill appear on the ballot,. Mr,. Curl
is a man of excellent capabilities,
who has given freely of his time and
money for the party's welfare in
years gone by. This is the first time
he has ever asked anything from the

to our state university, the agricul
tural college and the normal school.
How much more gratifying it will
be if the measures receive a hearty
endorsement from the voters on the
21st day of May. Higher education
in Oregon will go ahead, or be set
back twenty years, just as the voters
will it. a week from tomorrow.
