Plan Includes Expenditures of Half

and Improvements.
Washington, June 2. In order tc
provide employment and rural
homes for those who have served
with military and naval forces, Rep
resentative Frank W. Mondell, of
Wyoming, majority leader of the
House, has introduced a bill appro
priating $500,000,000 for the pur
chase and cultivation of land for
them. He and Representative Sln
nott, of Oregon, chairman of the
Public Lands Committee of the
House, worked out tbe plan several
months ago and afterwards Secretary
Lane advocated certain features of it.
The measure authorizes the Sec
retary of the Interior to acquire by
gift, purchase, deed or trust all nec
essary lands for soldier settlement
projects, and also to withdraw public
lands for that purpose. No lands
will be acquired, however, unless the
conditions are approved by a repre
sentative of the governor of the
state in which the lands are located,
an appraiser designated by the
Federal Farm Loan Board and Mr.
Lane. In the reclamation of develop
ment of particular projects the ser
vices of soldiers' are to be used.
Money for the improvement of the
land of any particular soldier to the
extent of $1,200, will be allotted.
The lands of projects will, when nec
essary, be subdivided into farms
suitable for the support of a family
and even in smaller farm worker's
tracts. Dedication may be made for
schools, churches and community
centers, and town sites developed
and soid.
Soldiers who are now ow-ners or
proprietors of farms or rural homes
will be eligible as purchasers of a
farm or farm workers' tract. Prefer
ence will be given to those who have
been employed in the development of
similar tracts. The sale price will
be fixed with a view of repaying the
total cost and will be made to repre
sent its selling value. Applicants will
pay down five per cent of this. The
baiahce will be paid distributed in
amortizing payments extending over
forty ; years. Improvement sums
advanced must be , repaid within
twenty years. Both will bear interest
at four per cent. For the purchase
of live stock and equipment $S00
will be advanced, to be repaid within
five years at four per cent.
Whenever any state provides funds
to be expended In co-operation with
the United States to provide rural
homes for soldiers, the Secretary of
the Interior will have authority to
enter into contracts' by which the
state will put up twenty-five per cent
of the necessary funds, and the state
will then supervise the work, and
afterwards be reimbursed. The
acreage of the individual farms will
average from ten to forty and in
some cases may run to 160.

Many novel features will be In

gigantic Centenary Celebration or
the Methodist Episcopal church,
which will open June 20, at Colum
bus, commemorating the one hun
dredth anniversary of Methodis:
Missions.
A special course of Instruction ti,
Methodist ministers iu baby welfare
work will be given at the Kurai
America exhibit, under the super
vision of Professor Paul Vogt, for
merly of the l. S. department ol
labor. The ministers will be urged
to encourage and aid the organiza
tion of baby welfare societies in their
districts. They will be instructed
how and where to gel . informatloi:
concerning such subjects as the
preparation of artificial food for
babies, milk, bottle-feeding books on
child care, and other information
along these lines. How a model
baby health conference may be con
ducted; how to weigh and measure
a baby; how a baby's sight and hear
ing are tested; complete physical ex
animation of a young child, and
kind of food Bultable and those
which are not suitable to a child of
two years, are among the subjecu
of instruction. A chart entitled
"The church 1b interested in well
born children," emphasises the im
portance of healthy, wholesome
parenthood and illustrates the re
sults of the mating of mentally de
fective persons.
The Centenary Celebration will
last several weeks. Preparations are
under way to take care of from 100,
000 to 150,000 persons a day. Ap
plications for hotel reservations
should be sent to the Celebration
Committee at Columbus.
The railroad administration has
announced one and one-third fare
for the round trip to Columbus.
