Baker for upholding the system
military injustice during his adminis
tration has been voiced by Senator
Chamberlain, of Oregon, Democratic
chairman of the Senate Committee on
Military Affairs during tno war, and
his statement is accompanied by
facts.
"We owe it to our American boI
diers who have fought this fight,'
said he, "to see to it that justice and
not injustice la meted out to them by
the authorities In Washington, and
with God's help I shall continue to
do what I can to see to it that jus
tice is done them. It is certainly not
pleasant to criticise, but when we en
tered thia war I forgot that I was f
Democrat and remembered only thai
I was an American. I have, when I
saw a wrong done, pointed out that
wrong,. and I shall continue to do so
aa long as wrongs are persisted In.
This matter of military injustice is
not a personal controversy between
the Secretary of War and myself, and
it should not be a matter of con
troversy between Col. Ansell and
Gen. Crowder.
Let mo tell you what it is about.
In substance the articles of war pro
vide that the Judge Advocate General
shall have the power to modify or re
vise the findings of courts-martial.
It is my view and that of Col. Ansell
that this is the purport of the regula
tions. On the other hand, the view
of Mr. Baker and Gen. Crowder . is
that they have no power to do what
the law expressly gives them power
to do. This Is a strange construction
of the law. In civil life law Is a law,
but in military life some people seem
to think it just the other way. :
"There are men in our army who
look upon an enlisted man as a mere
piece of flesh, and not as a human
being with feelings and with rights
that should be protected. This mo
ment I have in mind the cases of two
boys who were absent without leave
for five days, and one of them was
given fifteen years and the other
twenty-five years by the court that
had tried them. A poor boy in San
Francisco volunteered, was absent a
few hours, was given five yearii,
caped, was recaptured and then was
given ten years. The American pen
pie are not going to permit the Amer
ican army to be Prussianized in any
such way as this. The letters that
are coming to me are heart-rending,
and I shall place in the record not
two or three, but a thousand cases
which will shock Congress into tak
ing proper action."

ern Oregon is enthusiastically work

state are just as enthusiastically
working to develop 'the irrigation
projects of the East Oregosians.
An apt illustration of the friend
ly spirit that is animating the coast
counties is a rally held at Gardiner
on the Umpqua river recently when
settlers came by the hundreds to
boost for the Roosevelt highway bond
issue. Some of those in attendance
came (rom points miles distant in
boats. More than a thousand gather
ed at Gardiner to hear President S.
C. Pier of the Roosevelt Highway
Association explain the wonderful
possibilities that will be opened up
by what he declared will be the
greatest scenic boulevard in the
world.
The assemblage not only endors
ed the highway project, but It went
on record with a unanimous resolu
tion favoring the passage of the Gal
lagher bill whereby the State is
given authority to lend its credit to
irrigation projects approved by a
special commission consisting of the
state supreintendent of banks, the
state engineer ami the attorney
general.
Letters and telegrams endorsing
the Gallagher bill are pouring into
the headquarters of the Roosevelt
Highway Association at the Imperial
Hotel from the chambers of com
merce and other public-spirited or
ganizations all over the ccast. Simi
lar endorsements for the coast high
way are reaching the association by
the score from the irrigation belts
of eastern, southern and central
Oregon.
The two bills are of kindred Im
portance. The Roosevelt Highway
if built will bring millions of tourists
to Oregon. These tourists will not
only view the unparalleled scenery
offered by the highway, but they will
seek opportunities to invest their
money and make their homes in
Oregon. The great stretches of land
in the ririgation sections offer the
best kind of chance for investments.
The people of Eastern Oregon and
otler sections that are looking to
their future development through
iirigation are only too well aware
that anything they do to insure the
construction of the coast highway
will be therefore to their own In
terest. For this reason they have
been glad to get behind the highway
movement.

Paved With Fool's Gold.
No, the rock that is being used to
grade the sln.eis of Canyon City is
not high grade gold ore, although it
has much of the appearance of the
nrerimis metal. It is fool's coin or
"iron pyrities and to the unitiated it
has a close resemblance. This rock is
a sort of a cross between a slate and
a serpentine and is being used to
grade the streets. It Is beimr Quar
ried just it tiie outskirts of town and
at a place which is known locally as
Hog Flat, and here It was that gold
was first found on Cnnvon creek. 1!

as $300 a day to the man. It was a
rich point, and when the rock was
being hauled into town and al!
streaked up with what was apparent
ly gold It had the suggestion of the
new Jeruselum, but all that glitters
is not gold, and the streets of Canyon
are only being paved with fool's
gold and not the real thing as it
might appear. Canyon City is buy
ing Liberty Bonds with its gold and

DEMOCRATS ARK AT ODDS
Washington, April 30. Attorney
General Mitchell Palmer and former
Senator "Joo" Bailey, of Texas, have
been busily engaged In reading each
other out of the Democratic party,
and the contest has now turned to
matching Democratic creeds. Bailey
says he stands for the good old
Democracy of the oiher days which
he declares this Administration has
repudiated in every particular. He
says:
"I believe in a written constitution
and in a faithful observance of all of
its provisions.

ciety. "I believe in a rigid economy, and

special privillges to a large class,
even though it happens to be poor.'
