Why Messrs. Jackson & Hagood?
For weeks Editor Jackson has
been raging over his two pet meas
ures, for weeks the editorial page
of the Journal ha3 literally run red
with a muiderous attack on two
Oregon statutes that appear to be a
great source of worry to Messers.
Jackson & Hagood.
One is the existing delinquent tax
publication law. The other target
for the Journal's wrath is the exist
ing law fixing the rates for legal
advertising for the State of Oregon.
Both laws have been regularly
pased by the state legislature. They

Listen folks it's a secret..
Once upon a time Editor Jackson
boosted for single tax iu Oregon
Onco he wailed much after the
fashion of his present sobbing, but
the voters of the state heeded not.
And the press of Oregon poked con
siderable fun at Mr. Jackson, which
riled him exceedingly. '
And again onle upon a time Editor
Jarkson awoke to find that the
Multnomah county delinquent tax
list publication had beeu legally
awarded to his esteemed contempar
aries, The Oregonian and The Even
ing Telegram. Whereupon Million
aire Jackson again gnashed hi3
teeth and hissed "revenge!"
And now comes the revenge. It's
to be a 'double-barrelled buck-shot
revenge, too, if Brother Jackson s
scheme is carried out in accordance
with his well-laid plans. It's timed
and all planned to the minute, and
the "zero" hour is set for election
day, November 6th, 1918. It's to be
a much heralded and mighty drive
on the newspapers of Oregon, with
Messrs. Jackson & Hagood at the
bead of the big push. It's adver-
ised almost as much as a certain
other big drive in history. It may
be as disastrous.
The voters of the state are open
to argument but they refuse to be
coerced e.t Mr. Jackson b Didaiug,
knowing the petty spitework behind
his plans. Indications are that tliey
will vote a most emphatic iNU to
each of the Jackson-Hagood meas
ures. They believe the newspapers
have a righ to live; they know of the
splendid work of the Oregon press
in supporting the war activities ana
loan drives without recompense
they know that publication costs
have gone skyward, and that rates
should be raised, rather than low
ered, if the newspapers of the state
are to survive. So much for the
legal rate bill.
They naturally suspect the attor
ney's part in tho delinquent tax bill.
They know that attorneys and tax
title grabbers are close pals as a
rule, and they know that the scheme
Jackson & Hagood, the lawyer pro
pose, would throw the delinquent
taxpayer entirely upon the mercies
of the title grabber. Jackson would
provide delinquency notice by mall.
The existing law provides the very
same thing, but goes a step further,
in the interest of the unfortunate
owner whose property has become
delinquent and provides that only
upon failure of the mail notice,
shall publication be made. The
voters know that Jackson has for-
cotton to mention this fact in his
argument. They know, too, that the
present law is fashioned to protect
the unfortunate delinquent from the
tax title grabber and others of his
type, and they will refuse point
blank to support such a scheme.
NOTICE OF FINAL SETTLEMENT
Notice is hereby given that the
undersigned has filed her final ac
count as administratrix of the Estate
of Patrick McDaid, deceased, and
that the County Court has appointed
Monday, the 2nd day of December,
1918, at the hour of 10 o'clock in the
forenoon of said day, as the time of
hearing and settling said final ac

lieve that the proposed measure is
one originated and to be passed
entirely in their own interest.
This is the influence that comes
from reading the Portland Journal's
propaganda for the abolishment of
the present delinquent tax bill now
in force in the State of Oregon.
The editor of this paper is not in
the habit of instructing his eaders:
how to vote in various elections. j
As a rule we consider the voter will
support the measures which he be
lieves to be of worth, and register
his protest with a vigorous "NO" on
useless or pernicious legislation.
This is the rule usually followed by
the country newspaper man, but
when direct misrepresentation of
fact is resorted to in an effort to
lure the favor of the voting public,
it is high time that the voters are
advised of true conditions. There-!
fore the editor of this paper has the
following statement to make to the
readers of this paper.
The present delinquent tax law
was passed by the State legislature
ot Oregon, the men you and I sent to
Salem to represent us in affairs of
Gtate.
It is a fair law, devised in the in
terest of the tax payer, to give him a
square deal in the hour of emer
gency, and to protect him in that
our from the tax title vulture and
the scheming land attorney. It
provides for the publication of the
delinquent tax list, it is true, but it
also provides and this is tho part
of the law the Portland Journal
uld have you overlook that
publication of the delinquents shall I
only be made after a mailed notice
has been sent out, regularly advising
e delinquent that his taxes have
been paid. The publication,
therefore is but an emergency meas
ure, to be resorted to only when per
sonal notice has failed to notify.
The taxpayer should quickly
realize the practical value of s.uch a
law. Suppose you are away for the
time being. Or let us assume you
have changed your address. In
eniier caso a mailed statement would
in all probability fail to reach you.
Some time later, the delinquent lii.t
is published in your home paper, and
our friends, relatives, or neighbors.
nonce immediately that you have
over-looked your taxes, and hasten
to drop you a line. They know
where you are the tax collector
dosen't bother about you unless you
notify him of the change.
The result? The tittle grabber,
that peculiar pest who is always
loitering about the books in the tax
office, loses a chance to buy in your
place for a song, and you are saved
the embarrasment and work of re
deeming your place. This is the
present law, and this is exactly the
way it works out.
Jackson, working with a certain
Portland attorney would cut out the
publication requirement of the
present law. He would end the mat
ter once and for all with the sending
of notice through the mail. If you i
fail to get It, under his scheme, you
are the loser, and the tax title vul-;
ture will then pick up some easy
money and you will foot the bill.
Such is the bill proposed by Jackson
and Hagood. Kill it if you would
confer a favor on the taxpayers of
Oregon. Vote "NO on the Jackson
delinquent bill.

Law Proposed to Heiieflt Tax Title

There is a scheme on foot to wipe
out the present delinquent tax law
now In effect in the state of Oregon.
Those behind the plan would sub
stitute in its place a piece 'of per
nicious legislation, cleverly devised
by the Portland Journal and a cer
tain clique of politicians. '
