The postofflce department U au
thorized to establish village delivery
service in towns having postoffices
ot the third class, or of the second
class not entitled to city delivery.
Postmaster Richardson says that
Heppner may avail itself of this ser
vice, although the government re
quirements are that certain civic im
provements must be made before the
service Is inaugurated. The improve
ments include suitable side walks,
cross walks, street signs and house
numbers.
In order that the service may be ob
tained, the department must be ass
ured of two things. These are that
the civic improvements have been
made or will be made within a reas
onable length of time, and it must al
so be shown that the delivery service
is desired by a majority ot the res
idents of the town.
The receipts of the local postofflce
for the year 1916-1917 have exceed
ed $7,000 each year, thereby entitl
ing Heppner to be designated as a
second class postofflce instead of a
postofflce of the third class.

If She Had Been A Muly Cow This
Wouldn't Have Happened.
Roy Ayers son of J. T. Ayers
ot Butter creek, is minus a little fin
ger today as the result of an encoun
ter with a stubborn milk cow at the
Ed Neill ranch last week.
Young Ayers, who has been work
ing for Mr. Neill, was in the barn as
sisting Mr. Neill with the milking
when this cowbrute made a bolt for
the door. In an attempt to head her
off, Ayers threw up one hand and the
point of one of the horns of the cow
caught under a ring on the boy's lit
tle finger. The result was that the
little finger was torn completely off
just above the first Joint. -
The cow went out of the barn and
took a piece of Ayers' little finger'
with her. Mr. Neill brought the'
young man to town where he receiv
ed medical and surgical assistance
and the Injury is now reported to be
healing nicely.
The Snakes Are Out In December
Can you beat it? The snakes are
crawling around in the middle of win
ter. August Rahner, Heppner Flat
farmer brought a small blow snake
Into town Saturday. He had picked
it up by the road side near his ranch.
He believes that the-snake was tool
ed by the warm balmy weather we
have been having and thought that
Spring was really here. The snake,
although not a curiosity by any
means, is on display at Gurdane &
Son's store, in order that the doubt
ing Thomases can see it for them
selves and thereby have the proof
of the story.
Christmas Trade Good.
Heppner merchants report that the
present Christmas trade has far ex
ceeded last year. In some cases hol
iday purchases have increased three
fold and every merchant says more
money has come over the counter
than was experienced in 1916 fol
lowing the bumper crop.
Miss Martina H. Thiele, instruct
or In the local high school is spending
the Christmas holidays In Portland.
Odd Fellows Elect.
At a recent meeting of Willow
Lodge No. 66, Independent Order of
Odd Fellows the following officers
were elected for the ensuing year:
L. W. Briggs, Noble Grand; George
W. Sperry, vice Grand; A. M. Phelps,
secretary and Hanson Hughes, treas
urer. These officers will be install
ed early In January and the appoint
ive officers will be named at that
time.
Home For Vacation.
Two Heppner boys who have been
away to school and who returned
home Saturday to spend the Christ
mas vacation with relatives- and
friends here, are Emmett Hughes and
Earl Gordon. Mr. Hughes Is in his
freshman year at the Oregon Agri
cultural College and Mr. Gordon is
a student at the North Pacific Den
tal College and School of Pharmacy.
Students Here For Holidays.
John Kilkenny Jr. and sister, Miss
Rose Kilkenny, are spending the hol
idays at the home of their father,
John Kilkenny at their home on Ilin-
toh creek. John is a student at Col
umbia University and Miss Rose has
been attending school in Pendleton.
Stephen Irwin, son of Mr. and Mrs
W. R. Irwin, who has been attending
school at the University of Clncin
ati, CIncinati, Ohio, returned home
last week and will spend sometime
here. He recently enlisted in the
aviation service and will be called to
some training camp before long. Un
til he is caKed he will remain in this
city.
