pledged his securities. Those bonds
sl-ould be lu denominations to make
them available' for all classes of in
vestors. A bond of small deuoniina
tion, bearing 4 per cent Interest and
having a face value of $25, would be
seized upon by those having small
earnings, but who desired to place
small savings in safe securities. Such
a bond would be liquid, and could be
realized on at any moment. I believe
such a bond would encourage the
habit of thrift and would to that ex
tent stabilize character. Bonds of
other convenient denominations, say
$100, $500, $1,000 and $10,000.
should be offered, but it is safe to say
the smaller bonds would find the
greater demand.
In placing loans with the farmer,
the state should exercise such care
as would Insure the security of the
loan. Louus made on a basis of 50
per cent of appraised valuation
shouldbe regarded as conservative
and safe. With amortization applied
in the payment of the loan, the se
curty would become better with each
amortized payment. As an incident
to making such loans, and as tending
to equalize assessed values on farm
lands, no loan should be made for a
greater amount than the average as
sessed value for the three consecutive
years preceding the loan. With such
limitations and conservative super
vision, the securities of the state
should be as good as gold in the
vaults of the treasury.
If this kind of a rural credit sys
tem is safe, if it will put new life into
agricultural industry, if it will indi
rectly stimulate all the industries of
the state, who is there who will op
pose such a measure? Only those
who half see and those whose sordid
self interests prosper, through in
justice and oppression.

the defendant, Edgar B, Ayers, in the
alteration and repair of that certain
building known as the Star Theater,
situated upon the hereinafter de
scribed real property be declared a
first lien upon said building; and that
the certain mortgage made and exe-
cuted by you and the defendant, Ed
gar B. Ayers, to the plaintiff herein
on the 17th day of February, 1916
on the following real property, to
wit: Twenty-three feet of the North
side of Lot Ten in Block four, or
iginal town of Heppner, Morrow
county, Oregon, and extending the
entire length of said Lot Ten, being
Twenty-three feet front on Main
Street, for the purpose of securing
the payment of the sum of $700.00,
with interest thereon from the 17th
day of February, 1915, at the rate of
eight per cent per annum, and tho
sum of $36.25, the amount of in
surance paid by the plaintiff upon
said building, and secured by said
mortgage, with Interest thereon from
the 14th day of December, 1915, at
the rate Of eight per cent per annum,
be declared a lien upon said real
property, and said lien upon said
building, and said mortgage be fore
closed, and said building and real
property be sold under foreclosure
execution to Batisfy said judgment,
