ril, 3. A recent report of he in
dustrial accident commission says
that some 72 per cent of all accidents
covered In the report grew out of sit
uations to which mechanical safe
guards were not applicable.
For preventive measures for this,
resort must be had to the education
of workmen. It is an unavoidable
defect of a compensation act that it
weakens somewhat the laborer's mo
tive to exercise care. All accidents
are compeusated except those delib
erately self-inflicted; while under em
ployer's liability laws contributory
negligence invalidated the workmen's
claim for damages.
Employees are inclined to be op
timistic about the risk they assume
anyway, and an accident or near-accident
does not long serve as an In
centive to caution. New and dan
gerous situations continually present
themselves and the risk never ap
pears in precisely the same form.
Some method must be devised to keep
the workmen continually on the alert
and to keep the safety slogan al
ways present In their minds.
This has been accomplished most
satisfactorily in the east by safety
committees organized among the
workmen themselves. These com
mittees are charged with the respon
sibility of inspection and of making
recommendations to both employers
and men. Prizes are sometimes of
fered for best suggestions or one de
partment played off against the other
in friendly rivalry in the race for ac
cident prevention. Membership on
the committee usually rotates and
the responsibility is passed around.
In the course of a year or so a large
share of the working force has been
brought face to face with the prob
lem and has learned to exercise the
caution which the individuals, as
members of the committee, have urg
ed upon others. In this way the earn
est cooperation of all concerned in
the problem of accident prevention
is secured.

northwestern states, who wiil take
part in the discussion of educational
problems, will be given the opportun

as Mrs. Marie Turner Harvey of the
State Normal School of Kirksvllle,
Mo., the teacher-expert who devel
oped the one-room rural school idea
in the United States and made of it
a great success. In addition to Mrs.
Harvey the noted Boston educator,
Dr. A. E. Winship, who is no strang
er to Inland Empire teachers, will de
liver two Important addresses at the
convention.
Industrial education, that branch
of learning which is being developed
to so large extent in the schools of
the northwest, will be reviewed and
discussed by President P. L. Brand
enburg of the State Normal Manual
Training School of Pittsburg, Kansas.
President Brandenburg has a national
reputation as an educator and iu-i
structor in industrial schools.
The junior high school plan, pro
posed to lighten and at the same time

form an important part of the dis- (
cussion before the association. The
executive committee has arranged for j
a series of 15-minute discussions by j
northwestern educators In the junior
high schools, and the plan proposed 1
to aid the work of Spokane and other

To accommodate the great number
of teachers who will attend the as-,
sociation meetings, special rates will
be made by the various railroads
running into Spokane and ample ac- j
commodatlons will be provided for '
the entertainment of the teachers
while in Spokane at the Davenport j
hotel, which was the headquarters ? t
the teachers at their convention a
year ago.
There will be twenty-five depart
ments of modern education represent
ed and every phase of school work
will be thoroughly discussed. Three
daily sessions will be held from April
18 to 20 and all the branches from
rural school work to the technical
work of the universities will be on

State college; Dr. Henry Suzzalo,
president of the University of Wash
