As an echo of the recent opening of
the canal at Oregon City for the free
passage of river craft, It is announced
that a line of boats to carry pasen
?ers and freight will be put on be
tween Portland, Dayton and McMlnn
ville, on the Yamhill River. A small
job of dredging will make that river
easily navigable for light draft
steamers.
In an effort to stimulate the use of
Oregon manufactured goods and Ore
son labor, the Chamber of Commerce
if Portland yesterday began a cam
paign through its bureau of Indus
tries and manufactures to take ad
vantage of the Bingham bill which
oecomes ecective as a law this month,
ind which was passed at the last
.egislative session.
The Bingham bill gives a preferen
tial of five per cent in favor of good
manufactured in Oregon, or in favor
f Oregon labor, in the considera
ion of competitive bidding before
-ounty court:;, boards of county com
nissioncrs, school boards city eotin
:11s, or other public officers "author
zed to purchase supplies or contract
'or labor.
"In plainer English, a purchasing
ifficer is authorized to accept as the
'owest bid for labor or supplies that
ire offered by representatives of Ore
;on products, if the bid of the latter
s not more than five per cent higher
:l;an the lowest bidder from any
ther state,'suid Geo. D. Lee, secre
ary of the bureau. "It is intended
o counterbalance the difference in
he cost of production, as between lo
;al and foreign concerns. It some
vhat adds to the handicap of the for
eign manufacturer represented by
reight rates, and it should prove an
mcouragement to the establishment
f factories for the manufacture of
.hose items needed in the building of
roads and bridges and materials con
sumed by municipal purchase.
"Senator Bingham introduced the
bill after consultation with represen
tatives of the organizations which
have been struggling to enlarge the
market for those factories already
here and to pave the way for others
vet to be secured.
"In the opinion of David M Dunne
and other pioneer manufacturers, the
Bingham measure will prove of great
value."
