T. R. WOULD SAY BULLY
Mrs. Dora Margowski of New York,
who at thirty-nine yenrs is the mother
of sixteen children, believes in having
plenty of children for beauty and
health. She was held before Magis
trate Alexander Brough on a charge
of violating the compulsory education
law. Her daughter, fifteen, hnd fulled
to attend school of late. The judge
complimented Mrs. MnrgowskI, who
has gone Into business and struggled
to rear her family for several years,
and acquitted her, saying he wished
Colonel Roosevelt were alive to award
her a medal. Mrs. Margowski Is seen
here with her youngest child, Morris.

Into prominence, not only as sashes

! dally appearing there are brilliant
spots which look like handsome em
broideries, but In reality are cleverly
conceived arrangements of narrow or
wide ribbons, lending a deal of color to
the gown. There are colored facings
which, when not made of ribbons, are
done from bright bits of chiffons, metal
cloths, brilliantly printed or plain col
ored silks.
For afternoon and evening wear
there are any number of velvet frocks,
and most of them are black, especially
the more Informal ones. There was one
at a tea dance made with a long and
snugly fitted bodice. Then there was
an extremely full skirt that frilled out
from that In a youthful and charming
manner. The trimming was white
ermine, making a thin band across the
straight neck line and edging the ends
of the short, little sleeves.
URGES NECESSITY OF ZONING

peal, Pleads for Passage of
Law Commanding It.
Evidence that zoning has come to he
an accepted necessity In American
cities Is found In the act of the De
partment of Commerce, division of
building and housing, preparing a
standard law to be used in the fram
ing of state statutes. Such statutes
or enubllng acts are necessary In prac
tically all cases of lonlng, since towns
and cities do not themselves possess
the power to set aside districts or
zones for the purpose of maintaining
property values and encouraging ap
propriate building1. The necessary
authority Is found In the police power
of the state, and a zoning statute Is
brought within this power on the
ground that zoning has to do with tha
promotion of "health, safety, moraU
or ths general welfare."
It has not been difficult to establish
the legal basis of zoning, but Improper
framing of soma measures dealing
with the subject has led to trouble
when there came to be appeals to the
courts. The model statute provided
by the building and housing division
ought, therefore, to be of highly valu
able service and contribute to the en
actment of uniform zoning laws In the
various states. Missouri already has
zoning statutes, but they confer power
only on the larger cities. Kansas City

TO FLY OVER ATLANTIC
Miss Kathlene Martyn, stage favor
ite and beauty, will be the first of her
sex to attempt a flight, with a pilot,
across the Atlantic ocean. Miss
Murtyn, who Is the mascot of the
Royal British Flying corps, has flown
In every type of aircraft.
The leopard may not be able to
change his spots, but the feathers on
the ground finch of Chlnibo valley in
western Ecuador have changed their
color. This mystery was explained to
the American Ornithologists' union
meeting in Chicago by Dr. Frank M.
Chapman, curator of birds of the
American Museum of Natural History.
The ground inhabiting finch ranges
from Mexico to southern Peru. In all
this 5,000-mile stretch of country these
birds have a conspicuous black throat
band and underparts of gray and
white. This is the case everywhere
except In one small river valley, where
the bird loses Us black collar and be
comes almost entirely white.
Doctor Chapman said that this dif
ferent dress was not due to environ
ment, but one of the rare Instances
In which such a change had been de
tected In birds. The mutation which
spontaneously occurred has simply be
come permanent and specific through
the Isolation of this group of birds.
Passing of the Cousin.
Cousins seem to be much less In evi
dence than they once were, I can re
member when everybody not only had
cousins but addressed them as cousin,
says a writer in Colliers. It was
"Cousin Fred, do have more aspara
gus," or "How are Cousin Jim's
hives?" Today one seldom hears a
cousin referred to as such. Many
thoughtful persons do not even know
who their cousins are. Nor do they
care. Sometimes I wonder If the cousin
business won't peter out entirely. The
chances are that this will be an Im
provement. Most people get sick and
tired of having relatives thrust upon
them and would like their cousins bet
ter Just as friends rather than kins
folk. This Is equally true of brothers
and sisters. I am fond of my brother,
not because he Is my brother but In
spite of the fact. He often takes ad
vantage of being my brother to become
familiar, critical and Irritating. It la
as a fellow human being that he la
most agreeable.
Cuckoo Laya Smallest Egg.
The ostrich, of all extant birds, lays
the largest egg In actual dimensions.
Relatively to Its size, however, the
kiwi, a strange wingless New Zealand
species, Is the champion, with an egg
not less thun five inches long, al
though the extreme length of the bird
Itself Is only 27 Inches.
The smallest birds' eggs are those
of the minuter species of humming
birds. Nevertheless, the cuckoo lays
the relatively smallest egg. Though
the Jackdaw and the cuckoo are of
the same size, the former's egg Is flva
or six times larger thun the lutter's.
The fact that the cuckoo Is accus
tomed to deposit Its eggs In the nests
of other birds, usually much smaller
than tself, doubtless accounts ,for
this phenomenon.
Some persons call the great blue
heron a "squawk-bird," because of its
peculiar call, which is a squawk.
Others cull it a "crane." It is more
water-bird than crane, however, and
feeds largely on fish.
" In the spots from which he has not
yet been driven by man and his var
ious noises and methods of destruc
tion, the heron is an IndustriouH and
patient hunter. He stalks silently
about, or stands rigidly for long per
iods at a time watching his chances
to make a swift and sure lunge with
bis beak for a frog, a fish, a reptile, or
even an occasional mouse.
"The Grace of God."
Grace of God Is un expression from
the writings of St. I'uul, who fre
quently used the term grace in the
sense of a gift which enahles those
who have it to do that which they
could not do without It. The Church
of England and the Protectant Epis
copal church In the United States
teach that grace is the assistance
given by God to those who believe In
Him, so that they may please Him
and keep Ills commandments. The
Roman Catholic cnurch teaches that
for all acts conducive to sulvutlon the
inner grace of the Holy Spirit Is necessary.

Torture Before They Were
Classed as "Warriors."
The Sun dance was a ceremonial
performance In which the young Sioux
aspirant gave that final proof of en
durance and courage which entitled
him to the honors of a full-fledged
warrior. One feature of It was the
suspension in air of the cnndldate by
a raw-hide rope passed through slits
cut in the breast, or elsewhere, until
the flesh tore and he fell to the
ground. If he fainted, faltered or
failed, or even gave way momentarily
to his anguish during the suspension,
he wus damned forever after, and was
called and treated as a squaw for the
rest of his miserable life.
The afterward famous Rnln-In-the-Fnce,
la submitting to this test, hung
suspended for two days with the raw
hide rope through deep slits In his
back over the kidneys, while he tuunt
ed his tormentors, and sang his war
songs, and boasted of his deeds. The
tough flesh muscles and tendons would
not tear loose. Buffalo skulls were
tied to his legs and the added weight
finally enabled the Indian stoic to
break free. .
