THE GET-RICH-QUICK INVASION
The Russias communists told the workers to seize the
factories and get rich. They took the factories, but they
found that the darned things were not automatic that
just starting the machinery going would not produce gold.
The French in the Ruhr are trying out the Russian ex
periment from another angle. The military mind forgets
3nuch and discovers nothing. The civilian mind long ago
decided that while jailing a man for debt was satisfying,
it did not pay the debt.
The Germans ruined industrial France. Kye for eye and
tooth for tooth, France might well ruin industrial Ger
many. That wlus the old way of squaring accounts when
nations were agricultural' and only slightly independent.
Rut today nations are independent, b'rance destroying
Germany is a second-floor lodger setting fire to the flat
below because he does not like its tenant.
America learned a lot from the war. Europe learned
nothing. European governments seem still to get their
ideas of diplomacy and economics from the underworld.
They might well set' up statues to Cassie Chadwick in Wil
lielmstrasse and on the Ouai de'Orsay. With the impo
potency of military force demonstrated, luirope is certain
ly ready for an honest conference to settle a world eco
nomic problem on an economic basis. At such a confer
ence the United Slates ought to be represented by the
ablest body of citizens it can gather. Colliers.
