Two matters of public concern l.ave been forced to the front by oc- tirrt nces of the past week should re ceive early consideration by public officials. One Is Hie urgent need of better accomodations for caring for insane prisoners at the county Jail, making it possible- to restrain those unfortu nates In s-.'ch a way that they could not injure themselves nor their rutin. A padded cell is the h'l mane, modern way for caring for this unfortunate class of prisoners and such should be provided here. Another urgent need is the instal l.ttion of telephones In the homes of peace officers. When an insane man l'-rt a loo,-,l hospital the oher night, it was found that neither the sheriff, 1 is deputy, nor the city marshal could he reached by phone. County and city officials should take immediate steps to remedy this rondlion and should provide tele phone connections for their officials who are occasionally needed very bad ly during the night. The cost to the public would be trifling when com pared to the added efficiency of the f f flcials and tho posslblo protection or life and property.
