HEPPNER HERALD S. A. PAT! ISDN, Publisher. An Independent Local Newspaper Entered at the Heppner, Oregon, I'ostojjtce us second-clans matter. FRIDAY, JULY 5, 1018. HKI'IW'KIt SIlOl Ll WAKE IT. With a record of two disastrous and costly fires within a few weeks either one of which could have been prevented had the town possessed any semblance of modern fire apparatus and any sort of an organization to use it, it begins to look as though tills town should begin to wake up and get some sort of a hump on itself. Most any intelligent person, accus tomed to the habits and methods of thinking in vogue among the people of other live western towns would have been positive that the experi ence of a few weeks ago would have been all that was necessary to arouse lleppner to the need for Immediate action in the way of getting some sort of tiro protection, but as a matter of fact the result of a $25,000 fire was just about the same as would have been the result of some citizen step ping to the middle of the street, strik ing a match on Ids trousers andthen carefully blowing it out. Of murso everybody knows who was to blame for both our fires and most private citizens are not slow to say so pri vately: Of course the water com pany was to blame, and the mayor and the marshal and the city recor der ami all of the councllmen were to blame, says Mr. Private Citizen, and there he stops, shakes his head ominously, and goes back to his bus iness, work or loafing, as the case may bo. While the Herald Is not prepared to say that btese people are not to blame it would go farther say that every banker In town Is to blame and every business man and both enwspnper and every working man as well a every woman who has a home here and onrei a rap whether she is going to keep that home or some night have to sleep in the street The trouble is that we have too long trained in the army of old General Apathy we have got into a rut and we don't seem to even want to get out. Let's wake up and do something. Get together, talk it over and decide on the best tiling to do and then DO IT. Don't let us be barnacles any longer. Let us shake off the dust of years and agree together that from now on we will take steps td protect what are left of the homes and busi ness institutions we have built, while giving those who have lost (ill a chance to build anew under condi tions that will make it at least possi ble to keep them.
