Explanation of the Prices Made by an
English Firm Which Bids Under All
American Manufacturers.
Speaking recently liefore the Terra
pin Club of Philadelphia, Eugene (!.
(I race, President ' of the Bethlehem
Steel Company, said in part:
In a peculiar sense Iiethlehetu Steel
serves the American people.
Tor example, though we have heen
able to obtain in Europe almost any
price, we have adhered, In our chorees
to the United States Government, to
the basis of prices established before
the war began.
We agreed if the Government would
nb'.mdon its plans for n Federal plant -to
make armor for our Navy ( uiiii

Our ordnance plants are at the dis
posal of the nation at a fair operating
cost, plus a small margin, thus saving
the Government investment and depreciation.
One of the special needs of the new
navy is sixtocn-ineti guns guns sixty
feet long and capable of hurtling a
2(100 pound shell with such power ami
accuracy as to hit a 50 foot square tar
get fifteen miles away.
We have undertaken voluntarily In
construct, at a cost of f 1,500,000, a
plant fitted to build sixteeu-lucb guns.
Under no conceivable circumstances
can orders which we may receive for
this plant pay even a fair return on
the Investment.
Considerable comment has been made
upon the fact that a liritish manufac
turer recently bid less than American
manufacturers for sixteen and fnur-tcen-inch
shells for the navy.
I am unable to slate the basis upon
which the English bid was made. 1 1
should be remembered, however, thai
tills bid was for n speclllc shell, sain
pies of which are being sent over for
tost - it lct not yet made.

at a contract price of STUS.iuki, to be
delivered within a certain time or we
had lo pay a large penally.
The only specitical Inns for making
these shells are that they shall be
of a certain size ami must pierce
armor plate at a certain velocity on im
pact. It Is mpnslli!o lo fi.retell the
exac t conditions of the tests.
We had made large ipiaiititics of shells
In Ihe past which bad been accepted,

Department altered the angle at which
the tested shells must pierce nrmor
plate. The result, however, has been
absolute Inability on our pnit to pro
duce In liny ipiantiiv, shells which will
meet these novel tests. In fact, we
know of no process nf projei tile-nnik-Ing
through which It Is possible to pro
duce hi ipialitllics shells whl. h will

The result Is, that up to now on that
