be used for the concrete work of

construction for the proper hand
ling of spring water to supply the
two institutions in question. There
ure to be two of those reservoirs.
one of 1300 gallon capacity for a
small spring on the hill and an
other of 100,000 gallons to receive
the contents of the smaller one and
of another much larger spring.
With the kind of rock to be had in
its present location, and with the
convict lubnr, the crusher is a com
pletc success, and as soon as the
. wtirk U done for the reservoirs the
state will crush a large lot for road
purposes in that vicinity, and thns
assist in the betterment of the pub
lic highways. Who knows but
this may be the beginning of ex
tensive quarrying of rock out of
those hills belonging to the state
and crushing them for road pur
poses, all by convict labor? In a
quarry a large force of those men
could be worked with but fen
guards and they could do all the
work except the hauling away and
spreading of the rock. This could
be done by tree labor and the roads
in every direction from the several
quarries could be permanently im
proved at a Btuall coet. When the
big hills east of the city and owned
by the state are exhausted of rock,
other rocky points in the county
can be tackled and gradually a
cimplete system of highways be
made. - State' and county and pri
son authnrities think the matter

made. The judge admits that he

receivers when do protest had
been entered, and without consid'

mortgagee through the agency of a
receiver, may ; reap where the
mortgagor use sown, is unlawful
and in violation of the right of
possession in the mortgagor until
foreclosure has become absolute.
