Governor Pennoyer will issue par
dons to the Portland prizefighters. No
sooner will this be rione than the news
will go broad-cast that our governor
favors prize-fighting. But he does not.
He grants pardons to these men be
cause these are the first convictions to
lie had under a law that has stood on
the statutes for years and years, but
has not been enforced. The argument
is that their conviction will put a stop
to any repetition of the offense, since
there is a disposition to enforce the
law. The men lately convicted in
dulged in a fight, as dozens had done
before them, with every confidence
that no arrests would follow. It is safe
to presume that a second convictio n
under this charge will not encounter
any executive clemency.
