The East having been for so many
years opposed to the Pacific coast on
the Chinese question, It is gratifying
to notice the change in sentiment in
Eastern newspapers since the big cities
have acquired each a dirty-smelling
Chinatown. Regarding the smug
gling of the almond-eyed Celestials in
to the United Bates, all along the
northern boundary, the Philadelphia
Bulletin says: "Entering the United
Mate! without first having been ex
amined and proving a clean bill of
health, the Chinese immigrant is
more than likely to bring some loath
some disease Into our country, and, if
only for sanitary reasons, there should
..no opportunity be given him to evade
the laws. It needs no argument to
show that the whole business of immi
grant smuggling should be squelched
promptly and effectually. Let the
Canadian border; be watched closely."

Judge Realty's Sueeeuor.
The nomination of Hon. Charles B.
Bellinger as United States district
Judge, to fill the vacancy caused by
"the death of the late Judge M. 1'.
Deady.wras sent to the aenate by the
president Tuesday morning.
Charles B, Belllngor won born In
Maquon, Ktox county, III., on No
vember 21, 1830, and at the age of 8
years came to Oregon with his parents
and graudpiirenU. He began to read
law at Salein In the office of Judge
B. F. Bonhant, and was admitted to
the bur at the September team of the
supreme court In 1863.
Mr. Bellinger soon after gnw up the
law business and became the .editor of
the Arena. Mr. Bellinger's heulth
becoming impaired he retired from
the editorial work -In 18(16 and en
gaged In the mercantile busluess at
Monroe, In Benton;t'Oiinty, uiitll 1869,
serving In the meantime, in 18)18, a
term in the legislature as a represciitu
from Benton county.
A year later he moved to Albany
and began the practice of law, taking
editorial control o' the States Rights
Democrat. He remained In charge of
that paper until 1870, when he re
moved to Portland and began the
practice of law. Since that time Bel
linger has made bis home iu Portland.
Judge Bellinger was in the Modoc
Indian wars, gaining considerable
honor.
In 1873 he wsb appointed clerk of
the supreme court. Iu the fall of 1878
he resigned the supreme court clerk
ship to accept the judicial judgeship of
the fourth judiciul district.
Upon retiring from the bench Judge
Bellinger resumed the practice of law
iu partnership with John M. Qearln,
aud so continued until the fall of 1883,
when he became a member of the firm
ef Dolph, Bellinger, Mallory & Simon.
He was married iu early life to Miss
Margery 6. Johnson, of Linn county.
