That Section 3.1 of Ordinance No. ,7, entitled "An Ordinance relating to the material to be used in and the manner of building and constructing sidewalks and crosswalks in the city of Lebanon," be and the same is hereby amended so as to read as foiu,to-irit: "Sec. 3.
