The Missouri river is higher than

All the government works on the
Kansas shore has been abandoned.
The rapidity with which the surg
ing waters are cutting away the
Kansas bank can best be imagined
when it is ptatrii half Ticre lots
have been tumbling iuto the river
ever since yesterday morning. A
workman, who came in from Bel
mont to-day, stated that the neck
if land which separates the river
north and south is less than a
quarter of a mile wide. At the
rate the river is now cutting the
land away it would require but a
short time to place the Etwoed
rubnrbon the inland and leave St.
Joseph two miles from the river.
This would also leave St. Joseph's
Si 1.000,000 bridge standing over a
dry spot where the river once
wended its way south.

Next Monday, Jnn 29th the
question whether tu not we shall
bond the town will be submitted to
the leal voters of Lebanon. The
issues as stated in a posted ordin
ance are, in substance, as follows:
cMinll the citv issue bonds for the
sum of $10,000. The monev de
rived from the sale of such bonds
to be used; First, for the purpose of
securing, erecting and maintain
ing good and sulficiedt waterworks
to supply said city with good and
wholesome water municipal and
otherwise; Second, to build, manage
and carry on gas and electric light
systems for the supply of light to
Hie city and its inhabitants; llnrd,
for the construction and maintain-
anee of a seweiage system; Fourth,
to erect such city buildings as are
necessary. All qualified electors
in city limits may vote. Election
3 a. m. to 7 r-. M. "
A representative of the Express
called upon some of the business
men for an expression of their
views with the following result:
F. M. Miller: I amopposed to the
proposition to bond the town,
localise it is unnecessary and an
unwise course and will greatly in
crease taxation.
Hiram Baker: I am in favor of
the proposition, and think the
citv should own its own water
works and light svstem.
G. T. Cotton : I will oppose t he
proposition as stated because 1 do
not understand tor what purpose
this money is to be expended.
J. V. alensie: 1 lavor the issue
of the bonds on account of the pro
tection afforded the town trom fire,
with good water works. The citv
would derive a revenue from the
investment.
Dr. L. Folev: We are now carry
ins? $5300 in bonds and I think it
bad policy to issue more. The
ditch will come without the citv
going into this. I doubt if the city
can legally do so. 1 probably have
more than double the amount of
stock held bv anv one else.
CV C. Hacklema-n: While I have
not given the matter much thought
you may put me down as being in
tavor ot anything that will pro
mote the growth of Lebanon. Good
water power and water works no
doubt is a good advantage to a
place, hence I shall work and vote
to tiond the city next .Monday.
ts M. W. Hmdman: 1 am op
posed to the proposition. Bufficent
capital can be had without aid
from the citv to construct the
ditch, and it will be put in without
Mich aid. I think the city has all
it is able to carry now.
E. E. Montague: I am in favor
if bonding the city. I think the
city should own its own water
works and light svstem.
M. A. Miller: I favor bonding
the town. It is to the city s best
interest to own its own water and
lights. This will enable the city
to forestall exorbitant charges for
same hereafter on the citizens, and
I.esidcs they add to the enterprise
if building a ditch and water works
for the protection of the citv.
Mayor J. A. Beard: Ibanon ought
toown her own water and lights and
1 am heartily m lavor ot the issue
ot the bonds proposed. It will ad
vance the best interest of the cit v.
Councilman, G. W. Westfall: I
am in favor of tne enterprise
because I t hink a perpetual water
right for the city one ot the greatest
things the city could accomplish at
this time; besides it will bring a
revenue instead of increasing our
taxes.
Conncilman J. V. Cruson: Let
Lebanon own her own water and
lights. If there is monev in them
for others there is for the city.
W. D. Mesarvey: I am in favor
of the building of the ditch, but I
do not think Lebanon ought to
vote $ 10,000 in bonds. It is too
heavv tax upon so small a town.
Recorder VV. C Peterson: The
bonds ought to issue. If it will
pay others to own and operate
water works and light plants it
will pay Lebanon, rather than pay
the charges; which may become
cxhorbitant.
Swan Bros: The town ought to
issue the bonds. Its best interests
demand it. It will be cheaper to
buy a franchise before the ditch
comes than after.
P. M. Smith: I think it is best
for the city to issue the bonds. The
ditch will probably be put in any
aw.vy but 1 think the city gaina
an advantage by going into this
enterprise.
