gate to the International medical con
vention last year. What would my

amounted to nearly MX),000 last year.

tic iu the world. Fifteen hundred
clerks work year in and year out it

of the Adjutant-General and Surgcon-

over a hundred clerks are employed in
pension matters. At the agencies an
other hundred make payments. Near
ly three thousand people are thus ex
clusively employed by the govern
ment, at an expense, say $ 100,000 per
Year, in salaries alone. Enormous
buildings are devoted to the business,
hundreds of tons of paper are consum
ed and thousands of gallons of Ink
shed in the cause. In the pension of
fice e reiver work accumulates faster
than it can be disposed of, aud Con'
gress refuses the neeossary number of
clerks to adjudicate the claims within
reasonable time. And yet tne last
war closed a quarter of a century ago.
The uninitiated reader must remem
ber, however, that sur pension system
lias been of slow growth, for although
a general pension law was enacted in
1792, it was not until after the .ivil
war that anything like a practice was
established, and even then the practice
had to undergo a thousand changes of
detail. To-day the laws and practice
of the Bureau, the decision of the Sec
retary aud the rulings or the Commis
sioner, make quite a respectable vol
ume. There area hundred grave de
cisions on "line of duty,", as many
mere as to the rights of attorneys, an
avalanche of decision on minor points,
and a wilderness of rulings under
these decisions. And lastly there i an
amazing list of rate allowed, from ?2
per month allowed for the loss of it
portion of the little finger to the $72
per month given for the loss of both
eyes, liolh legs or both arms. There
ore fixed rates for everything but dis
eases. The rat w for diseases are fixed
by guessing.
Aud here enters the first objectiona
ble feature of the system. All over
this country are resident examining
surgeons, who devote a part of one dey
of each week to the physical examina
tion of claimants. There are about a
thousand of these people, and this
branch of the service costs about $800,-
000. In disease eases their decision
generally fixes the rate allowed. Of
course the doctors are not all preju
diced, and those who are not all capa
ble. A very large minority may be
found either at one extreme or the
other, the extreme of generosity or the
extreme of distrust toward claimants.

Island. Lord Salisbury has decided
that the United States was right; and
now both the English aud our own
rwople have ordered war ships to that
inland. Germany will have to restore
the native ruler that she arrested and
carried away, render satisfaction for
insults to our flag, and make amends
for injuries to American citizens, or
he will get herself into trouble with
our government. Bismarck is too
sharp a diplomatist to allow the matter
to terminate in a rupture he has all
he can do to watch France and Russia.
The fruit growejs of the state have
drafted a bill for an act to appropriate
money to aid in creating a Board of
Horticulture in this state. II is pro
posed to divide the state into five dis
tricts. This is a good move and would
be far more beneficial to the people
than a state fair, to which the state
lias appropriated $20,000 during the

comparatively a few, principally one

im practicability of the distant coun
ties in availing themselves of its bene
fits. Such a measure as is proposed
would reach a large number. Ex.
