Dec. 13.— Judge Galloway in the circuit court at Salem today pronounced the local option election in Salein on Novem ber 4, by which that city went into the dry columri, and the city election on December 1, by which an amend ment to the city charter was adopt ed prohibiting the issuance of saloon licenses, invalid, and the capital city of Oregon again reverts to the wet column, as he issued a permanent injunction restraining the officials from enforcing the two laws passed against the saloons. As a result of this decision, if up- held by the supreme court on ap peal, almost all the cities voting dry at the November election, will re turn to the wet column. The court holds that under the local option law the only time to vote on the question, is at a regular election on the first Tuesday after the first Monday -in November (in even years) holding that the electiqn in Novem ber this year was a special and not a general election. On the question of amending the charter of Salem at the city election on December 1, the court holds that many of the voters did not register under a valid registration law. but registered un der a law declared unconstitutional by the supreme court. In passing on the" two cases the court says: “In passing on these cases that are so unduly agitating our people, the court cannot too strongly con demn the prevailing mania for the. ever-recurring elections which only distract the people and paralyze in dustries and business.” He expressly states that the fault is not the . increase in the voting population due to woman suffrage, but is simply a mania.
