The Tribune believe» that con

If so, it is quite time for the govern

his family at stake.
Another very important reason is
the property owner is usually too
old for military service. Hence he
can only do his bit by freely devot
ing his money in the defense of his
country. True, his boy may be in
the ranks. Bui the boy is only pay
ing the debt he owes his country.
His father should not appropriate
credit therefor. M<et of our money
ed men give freely of their means
to the needs of our country. Un
fortunately then- arc a few, and we
hope their number is small, who
value their dollars shive human
life. Aye. even above our govern
ment's existence, under whose laws
and protection they have accumulat
ed their wealth. These men are
slackers, just as is the young man
who refuser! to register for military
service
Should no^the wealth of
such men I* drafted just as our
young men soon will lie? If they
will not I m * volunteers, they should
ami must lie conscripts.
Too many of our American people
plan- too high an estimate upon
their wealth. They throw too many
boqueta at themselves for having
been successful in th»- scramble for
dollars. In fact they are. hut thev
may not know it. dollar worshiper*.
So if the man of wealth, or even
of a comfortable competence, will1
not do his bit either in the ranks aa
a soldier or bv giving of his sub-'
stance, he should lie made to do so.
Nor should the government hesitate
to take from his substance, a just
proportion for the nations defense. |
Iterently all young men between
the ages of 21 and 30 were required
to register for military service.
From this registration an armv of
from 600.000 to 1.000.000 men will
be drafted.
They will have no
option but to obey the governments
requirement. They will be exposed
to sickness am! death, on the battle
front They, many of them, will
give up all for their country. Th*
finan.-ial slacker Is asked to give up
a part of his moneyed substance in
the way of a loan to the govern
ment, backni by the l>e«t security

to which the kaiser would be a

the kaiser has conducted the war in
such a barbarous and cruel manner,
that other nations, which believe
that war should
be conducted
humanely, will demand his abdica
tion aa the leading feature in peace
terms. Indeed the world will not
feel safe so long as William occu

at all times
It is because of kaiser's obstinate
disregard of world treaties, and the
especial disregard of the rights of
the United States, that we have
entered into the war. We do not
wish to acquire territory bv con-
quest, Far from it. But we do
wish tn make the world a safer
place in which to hve and that every
nation, large or arfiall. shall have
the right to work out its own de*
tiny as it may deem beet.
So we are now engaged in anoth
er war in the defense of human
liberty. We do not wish to war on
the German people, but we do be
lieve that kaisensm is a block to
human progress and liberty- and
that the world will never be safe as
long as Kaiser William is the ruling
power of a great nation.

KA1SERISM A FOE TO LIBERTY
There is no doubt but what the
greatest foe to human liberty in the
world today. is the German kaiser.
He is the greatest because he wields
more power than any other auto
cratic ruler and is now warring on
democracy to make autocracv domi-
nent In other countries aa well aa in
his owa.
He brought on thia
greatest of all wars, and which he
is conducting in th* most cruel and
inhuman manner which autocratic
ingenuity can devise, because he is
jealous of the progress democracy,
throughout the world, is making,
including that of th* German people
and he la now making the last great
struggle to maintain the divine
right of kings to rule.
