Recently, when visiting the state’s penal Institution, we noticed, perhaps 100 of the prisoners walking in a circle to obtain exercise suffi­ cient to maintain health. We also noticed some 2b or 30 other cons., who appeared to enjoy greater liber­ ty than the majority of the prison­ ers, and, was informed, that these were “trusties.” The idea at once suggested itself to our mind, why could not the parole of these “tiust- ies” be extended far enough to suf­ fer them to go wheresoever they would, and make their own living without further expense to the state. The “tate could exercise a mandate ry right over them, and should they return to criminal practices, could without further trial return them to prison. Such a provision in our criminal law, would offer some in­ ducement for the reformation of criminals, whereas as it now is, none .is offered. It seems to us that a general criminal law, that when a criminal has served, say one-third of his sentence, and by good behavi­ or has earned the position of “trus­ ty,” should he be treated in this manner, our penal institutions would become reformatory institu­ tions instead of mere prison pens, and result in a great saving to the state, besides making good citizens out of such persons as generally re­ main criminals, as we now treat them.
