There are different ways of spend ing tho taxpayers' money ami using the state credit. (Measures which add to tho wealth of a state and increase Us agricultural and industrial re sources, by Increasing Its population and assessed valuation, are good bus iness propositions. Among tho meritorious measures before tho people June 3 are two which aro of great Interest to the whole state. They would Increase tho wealth of tho state by millions of dollars and add no now burdens to the taxpayers. The state guarantee of Interest on Irrigation and drainage district bonds would be repaid by the districts and the rtoosovelt Highway bond Issuo would be repaid by auto niobilo license receipts, already pro vided for. Just becauso Uio proposed Roose velt Highway happens to be along tho shore of tho Pacific ocean from Wash ington to California Is no reason that the Inland counties should fight It. Oregon is merely one link in the chain of coast states. California and Washington propose to have a coast highway to open up and allow de velopment of the millions of acres of unused land in their coast country. Oregon must keep step with the pro cession if it is to gain Its share of business which will come this way in the next ten years. Among the measures to be submit ted to the voters at election June 3 Is ono of particular merit from the standpoint of agricultural and indus trial development. Prom any angle It can be consider ed the measure to permit the state t-j pay Irrigation and drainage district bond interest for the first five years after such a project is started, by is suing state bonds, said bond money with interest to the state to be repaid by such districts six months after maturity of such district bonds, seems a safe and sane proposition. It seems doubly safe when It is provided that no such drainage or Irrigation dis trict can be started without the ap proval of a state board comprised of the state engineer, the attorney gen eral and the state superintendent of banks, who respectively pass on tho feasibility of the drainage or Irriga tion system, the legality of the cor. tracts, etc., and the holding of the bonds by the state as security for these farme- organizations. The plan is a businesslike way of using the credit of the state for de- veloplng what is now waste land so that it can be used by settlers and at the same time requiring these settlors. who have the benefits of this improve ment of their land to pay for It. The first five years on any farm is the hard time and when a man needs help, By that time something Is coming in Individual bond buyers would not take the time to examine titles and investigate the advisability of thnie different little projects scattered over the state on some 7,000,000 acres of this unused land, but they would buy the bonds immediately the intere3t was guaranteed by the state. This is a legitimate way of using the credit of our great state to de velop and Increase Its resources and at the same time provide means for thousands of returning soldiers as well as other settlers to acquire homes. The state fixes the price and terms of sale at which tho land can be bought in tracts of 60 or 80 acres, and there Is no chance for land specula tors to shove the price up when the improvement starts. These landB are located In the Wll lametto valley along the Columbia river, In tho valleys along the coast and in eastern, central and southern Oregon, about equally divided. Settlement of these lands will mean $50,000,000 of outside capital spent In construction work In tho next ten years and add a hundred million to assessed valuation of the state. Inasmuch as It Is a development proposition for tho whole state, the expense of which Is borno by the ben eficlary and not the taxpayer, It would seem that undivided support should bo given tho measure at this time when we aire exerting every effort for increased production and Indus trial development Why la near beer so far from beer?
