VICTORY LIBERTY LOAN.
Propaganda did not end with the
signing of the armistice. The Ger
man secret service 1b supposed to
have ceased operations, but there is
f an Insidious, devilish sort of antan
gonlsm'to the loyal duty of American
citizenship that Is seemingly actuated
by the same spirit that was behind the
German activities In the early part
of the war. Reports are being cir
culated by word of mouth that the
Victory Liberty Loans are to be Is
sued only In large denominations;
that the Interest rates will be unat
tractive, and further equally ridicul
ous statements calculated to - make
more difficult the subscription of quo
tas. To the ordinary mind the origin
of the unfounded stories which are
Injurious to the cause of the nation Is
beyond understanding. But it Is also
a matter for reflection why so many
apparently good citizens are misled
to repeat unfounded rumors reflecting
upon the Integrity of their govern-
ment The lessons taught by the ex
perlences of the last four years should
not be forgotten too' readily. The Vic-1
tory Liberty Loan is the financing of
the war by the United StateB. It is
to provide the money for the last war (
obligations of our government, and
every American citizen should realize''
'that the interest rate Is adequate and ,
that the security Is the best in the
world.
A WORLD CONGRESS OF LABOR.
The convention creating a perma
nent organization for the promotion of
labor Interest throughout the world
has been completed. The document
consists of 41 articles. This new
world-wide labor organization will
consist of a general conference of la
bor representatives and an interna
tional labor office. The conference
Is to be held at least once each year
and will Include representatives of
employers as well as workers. It
will meet at the seat of the League
of Nations where the International
Labor Office will form a part of the
League organization.
The Labor Office will act as a gen
eral clearing house for labor informa
tion. The office will he In charge of
a director who will be appointed by
the governing body and will select his
staff, which is to Include a certain
number of women, from different, na-
,,. tionallties. A governing body of 24
, members will control the Labor Of-
; . . flee. . This body will consist of 12 gov
ernment representatives, six members
, r, elected by delegates representing, em
. M ployers( and six delegates of working
;i people.
