GOVERNMENT POWDER PLANTS.
Operation has begnu in two Gov
ernment powder plants two months
ahead of schedule. When the task
of building the plants was considered
by the War Department in January it
wit; predicted that ;yie production
of powder might begin in August,
barring unforseen delays.
The $12,000,000 allotted for the
plants is expected to give the Govern
ment a smokeless powder production
